<br />Facility provides incarceration and rehabilitative services to pre-trial and court-sentenced inmates and <br />serves the courts, law enforcement agencies, inmates and their families, and crime victims. <br /> <br />In addition to the Maguire Correctional Facility, the County operates three jail and custody facilities on <br />Maple Street in Redwood City. The Men's Minimum Security Transitional Facility (MSTF), located at 1580 <br />Maple Street, is used to ease overcrowding at the Maguire facility. The County also operates a weekender <br />facility here for male inmates who are incarcerated only on Saturday and Sunday. The Women's <br />Correctional Center, adjacent to the MSTF at 1590 Maple Street, provides security and custody for <br />approximately 100 to 130 female inmates. Redwood City already contributes significantly to housing the <br />County's incarcerated population. <br /> <br />Redwood City understands the impact on the pedestrian environment that a jail imposes, from our <br />experience with the Maguire Facility. The Maguire Facility, with its large forbidding walls reaching several <br />stories from the ground level and the lack of active ground-floor uses such as retail, creates pedestrian <br />"dead zones". These dead zones lack vitality and are incompatible with the vision for Downtown Redwood <br />City. A second dead-zone around the proposed replacement jail site at the Motor Pool Site will discourage <br />pedestrian activity in our Downtown. <br /> <br />Noise has been an issue at the Maguire Facility. As described above, jail noise from Maguire has had a long- <br />term and potentially profound impact on the image, viability, and general development potential in <br />Downtown. San Mateo County has received complaints from nearby residents regarding noise levels <br />emanating from this facility. In the 2003 San Mateo County budget, one of the priorities for the Maguire <br />Facility was to continue to improve customer service by reducing complaints through training and changing <br />the work environment by reducing noise levels. Residents in and near Downtown have continued to <br />express concerns about noise six years after the County made this commitment. If the replacement jail <br />were located in close proximity to the Maguire Facility, noise impacts could be exacerbated. <br /> <br />Residents have also mentioned problems with vagrancy. Jail inmates are sometimes released at odd hours <br />or without any means of transportation, and are left to wander Downtown neighborhoods. Merchants at <br />the nearby Sequoia Station shopping center have told City staff that they have had to remove outdoor <br />seating areas intended for patrons because of problems with non-patrons who loiter. This does not create <br />an atmosphere conducive to active outdoor pedestrian activity. <br /> <br />At the July 2009 community workshops conducted by the Sheriff's Office, Jail Planning Unit, Redwood City <br />residents also cited trash from the Maguire Facility as a problem in their neighborhoods. <br /> <br />7. "Our Place" Child Care Center, which is adjacent to the Motor Pool Site, provides a critically needed <br />service in the community and in Downtown in particular. <br /> <br />"Our Place" County Child Care Center is located adjacent to the Motor Pool Site at 403 Winslow Street. It is <br />operated by Marin Day Schools/Bright Horizons. The center serves over 90 children aged six weeks to five <br />years old (pre-school age). The Sheriff's Office has indicated that this facility may require relocation to <br />accommodate the replacement jail site at the Motor Pool location. <br /> <br />The Redwood City New General Plan identifies a significant shortage of infant/toddler child care facilities <br />and licensed school-age care centers in the community.
