increase with an increasing number of single-parent and dual-income families. The City's child care
coordinator indicates that businesses looking to establish new commercial child care facilities in Redwood
City encounter extraordinary difficulties due to limited land availability and high land costs. Demand far
outpaces supply. If the County closed "Our Place" at its Downtown location, the County would be
challenged in finding a suitable replacement site at a convenient location, and the cost of doing so could be
sign ifica nt.

Downtown is an ideal location for child care services due to the presence of many government and private
business located here, as well as the available transit access. Over time, more child care will be needed
Downtown to support anticipated new households and employees. Removing "Our Place" from Downtown
would represent a loss of a vital service for Downtown residents and employees as a time when "Our Place"
should be considered as potentially viable for expansion. A potential solution involving retention of "Our
Place" along with the future replacement jail at this location would create clear land use compatibility
concerns for the operator and parents.

The Redwood City New General Plan includes the following vision, goal, and policy addressing child care
services in the City:

Every family in Redwood City has access to quality, convenient, and affordable child care
by 2030. Innovative City programs and streamlined regulations help fund, locate, and
expand child care/preschool opportunities that support workforce participation and
children's optimal development and readiness for school success.

GOAL BC-9

Accommodate community needs for safe, high quality, and
affordable child care services and facilities, both for Redwood
City residents and people who work in Redwood City.

Policy BC-9. 2:

Integrate the child care needs of those who live and work in the
City into the City's planning processes. Locate child care services,
where possible, in or near housing, transportation, and
employment centers so as to be convenient to residents and
workers.

8. A jail does not create a positive gateway image for Redwood City.

Veterans Boulevard is a gateway into Redwood City and Downtown and the alignment of the Veterans
Boulevard and Brewster Avenue intersection emphasize the Motor Pool site and County parking lots from a
driver's perspective. Winslow Street also provides direct access into Downtown past the County
Government Center. A multi-story jail building does not represent the City's idea of a positive gateway
image and is inconsistent with the City's goal of creating a welcoming, attractive entry to Downtown via any
northern points of entry.

Site I nformation for Alternative Locations for the Proposed Replacement Jail
September 2, 2009

27
