<br />9. Downtown includes low-income household census tracts. Siting the replacement jail in Downtown <br />where one jail facility already exists raises environmental justice concerns. <br /> <br />The Motor Pool Site lies within census tract number 6102, which the City's Consolidated Plan indicates has <br />a population comprised of approximately 75 percent low-income households. Building the replacement jail <br />at this site means that two jails would be located in the neighborhood. Throughout the country, lower- <br />income neighborhoods frequently find that they are the targets for the establishment of undesirable land <br />uses because often the perception is that lower-income residents may have neither the financial resources <br />nor political clout to fight the establishment of a jailor landfill or hazardous waste facility. In siting the <br />replacement jail at this Downtown location, the County risks challenges from groups who may raise <br />environmental justice concerns with regard to the siting decision. This would certainly delay the process of <br />getting the replacement jail built within the Sheriff Office's desired time frame. More importantly, <br />however, the replacement jail at this location would not contribute to City and private development efforts <br />to improve aesthetic and economic conditions within the Downtown census tract areas. <br /> <br />Redwood City - Closed Dodge Dealership Study Site <br /> <br />This section addresses the site <br />referred to as the Closed Dodge <br />Dealership Study Site, located <br />on the edge of Downtown <br />Redwood City at 640 Veterans <br />Boulevard, between Whipple <br />Avenue and Brewster Avenue. <br />The site, approximately 3.6 <br />acres in size, most recently <br />supported a Dodge automobile <br />dealership. On the site are <br />several vacant buildings, <br />including the empty showroom <br />and maintenance and repair <br />facilities. The majority of the site is a surface parking lot area for vehicle storage. The shape of the parcel is <br />irregular, with the northwestern portion longer than the southeastern portion. <br /> <br /> <br />Access to San Mateo County Superior Court <br /> <br />Located at the edge of Redwood City's Downtown, this site is in close proximity to the San Mateo County <br />Superior Court and the Brendan P. Maguire Correctional Facility. The site is approximately 1,600 feet from <br />the courthouse via local streets. According to the Sheriff's Office's response at the July 21 and 22, 2009 <br />community meetings, were this site to be chosen, Sheriff vans would be use to shuttle inmates to and from <br />the courthouse.
