Private planes are the primary <br />airport users, with pilots using the airport for both business and recreation. The airport also allows private <br />jets under 12,500 pounds to land and take off at any time, but certain activities such as student training are <br />limited to daytime hours to meet noise abatement requirements. <br /> <br />Airport/land use compatibility issues are addressed by the City/County Association of Governments San <br />Mateo County Airport Land Use Committee (ALUC). The ALUC maintains and implements the <br />Comprehensive Airport Land Use Plan (CLUP) for San Carlos Airport. The CLUP identifies zones around the <br />airport where land use restrictions are in place to guard against conflicts. Generally, the CLUP places <br />restrictions on building heights, types of land uses, and density of uses in the environs. The CLUP also <br />identifies an area around the airport for which the ALUC requires an aviation easement from property <br />owners acknowledging the airport's rights of air space use above non-airport property. <br /> <br />Contained within the San Mateo County Comprehensive Airport Land Use Plan are the Airport Land Use <br />Plans for Half Moon Bay Airport, San Carlos Airport, and San Francisco International Airport. The San Carlos <br />Airport Land Use Plan applies to the geographic areas in unincorporated and incorporated areas (San Carlos <br />and Redwood City) in the vicinity of the San Carlos Airport. The Airport Land Use Plan addresses impacts <br />from airport/aircraft noise, restrictions on the height of structures and/or objects near the airport, and <br />airport/aircraft safety criteria. The plan includes policies, standards, and criteria to address each of these <br />issues to assist affected local agencies to achieve land use compatibility with existing and future airport <br />development and operations. <br /> <br />The Shoreway Road Site is located just north of San Carlos Airport. Due to height and land use restrictions <br />imposed by the CLUP, any development on this site requires use and design considerations that respond to <br />the CLUP. Per the CLUP, airport-compatible uses include industrial, commercial, and office uses. The CLUP <br />does not specifically preclude public uses such as jails on this site. The CLUP establishes review criteria <br />relative to noise, safety, and structure height. <br /> <br />Noise <br />The airport/land use compatibility standards relative to noise are based upon the following conditions: <br /> <br />· Accumulated case history experience of noise complaints near airports <br />· How well speech can be understood at various noise levels <br />· Subjective tests of how much noise people can judge as acceptable <br />· Need for freedom from noise <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br /> <br />41 <br />
