<br />· Typical noise insulation provided by common types of building construction <br /> <br />The Shoreway Road Site is located within a 60-65 CNEL noise contour.15 <br /> <br />Safety <br />Certain types of land uses are recognized by the ALUC as hazards to air navigation in the vicinity of the San <br />Carlos Airport. These land uses include the following: <br /> <br />· Any use that would direct a steady or flashing light of white, red, green, or amber color toward an <br />aircraft, other than an FAA-approved navigational signal light. <br />· Any use that would cause sunlight to be reflected toward an aircraft following takeoff or <br />approaching landing. <br />· Any use that would generate smoke or rising columns of air. <br />· Any use that would attract large concentrations of birds within approach-climbout areas. <br />· Any use that would generate electrical interference that may interfere with aircraft <br />communications or instrumentation. <br /> <br />The Shoreway Road Site is located adjacent to an approach zone where structures generally are not <br />permitted. <br /> <br />Height <br />Incompatible land uses are those that would penetrate any of the FAA Part 77 imaginary surfaces for the <br />San Carlos Airport.16 The majority of the Shoreway Road Site appears to be within the 7: 1 Transition slope, <br />one of the airport's imaginary surfaces. Heights are restricted within this area proportionally as a distance <br />from the airport. A thorough review of FAA requirements and height restrictions would be required were <br />this site selected for the replacement jail. <br /> <br />According the CLUP, San Carlos has adopted a 50-foot height limit for structures in the airport vicinity. The <br />maximum height limit can be increased via City Council approval of a rezoning that includes a height <br />increase. <br /> <br />Advantages and Disadvantages of Site Based on Sheriff's Jail Siting <br />Criteria <br /> <br />As indicated by the Sheriff's Office, the Shoreway Road Site offers the following advantages: <br /> <br />· Predominately industrial area <br />· The property is large enough to accommodate more than one jail option and allow for potential <br />expansion <br />· Directly adjacent to freeway ramp <br /> <br />15 CNEL refers to Community Noise Equivalent Level, which is a weighted scale used to establish noise standards generally in urban <br />environments. The scale is weighted to apply a decibel penalty to noise that occurs during evening and night-time hours. <br />16 The imaginary surfaces are roughly saddle-shaped areas projected into the airspace immediately surrounding airport reflective of <br />the ascent and descent approaches of aircraft using the airport. <br /> <br />42 <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br />
