<br />Site disadvantages cited by the Sheriff's Office are: <br /> <br />· Site currently has uses on it <br />· Potential FAA height restrictions due to proximity to San Carlos Airport <br />· Need to transport inmates by van <br />· Privately owned property <br /> <br />Reasons Why the Industrial Road Site Represents a Viable Alternative Jail <br />Location to Sites in Downtown Redwood City <br /> <br />The City of Redwood City agrees that the industrial character of the Shoreway Road Site qualifies this <br />location as a viable alternative site for the replacement jail. The ready access to U.S. 101 would allow the <br />Sheriff's Office to transport inmates readily and quickly to the courthouse in Redwood City. Properties <br />immediately adjacent to the site in Redwood City are protected open space lands; in San Carlos, adjacent <br />properties support industrial businesses. Thus, no impacts would occur on immediately adjacent residential <br />neighborhoods, as they would in Downtown Redwood City. Also, an industrial area generally has limited <br />activity on weekends and during the evenings, which means that the jail could extend visitor hours with <br />limited impact and would have greater flexibility in scheduling goods deliveries. <br /> <br />The City acknowledges that the proximity of San Carlos Airport and limitations of the CLUP could restrict <br />the height of the jail building and its occupancy load. These issues will need to be thoroughly investigated <br />with the Airport Land Use Commission as the site selection process moves forward. Also, while the site is <br />located in the city of San Carlos, it is visible from nearby properties in Redwood Shores. The City would <br />request that the replacement jail, if built at this location, be of the highest design character. With regard to <br />the Sheriff's Office's concern about no expansion potential, the adjacent mini-storage site could be <br />purchased now or in the future to accommodate expansion needs. <br /> <br />The Sheriff's stated disadvantage that the County does not own the Shoreway Road Site should not be <br />considered a deterrent to considering this site further; virtually any other site countywide that could be <br />considered for the replacement jail presumably is privately owned. The potential sale or long-term lease of <br />the County's Motor Pool site in Downtown Redwood City - which it does not appear the County has <br />considered - could generate significant revenue that the County could use for acquisition of a replacement <br />jail site in an industrial district or similarly suitable location. <br /> <br />Redwood City notes that inmate transport could occur on Redwood City streets to the courthouse. The City <br />has no objection to this; the site is suitable given its location in an industrial district and the relatively short <br />distance to County court facilities. Furthermore, there would be added protection to adjacent industrial <br />uses by having a full-time armed and badged security presence. The site has the potential to be <br />incorporated into Redwood City if such a boundary change were deemed favorable by the involved <br />j u risd ictions. <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br /> <br />43 <br />
