<br />· Low-intensity surrounding development <br />· Need to transport inmates by van <br />· No expansion potential <br />· Privately owned property <br />· Adjacent to training school/facility <br /> <br />Reasons Why the Industrial Road Site Represents a Viable Alternative Jail <br />Location to Sites in Downtown Redwood City <br /> <br />The City of Redwood City agrees that the industrial character of the Industrial Road site qualifies this <br />location as a viable alternative site for the replacement jail. The City recognizes that the close proximity of <br />residential uses could create concerns regarding noise, traffic, and other impacts that affect <br />neighborhoods. These concerns could be partially addressed by requiring the routing of all jail-related <br />traffic southbound on Industrial Road via the direct access provided by the flag lot driveway. <br /> <br />The fact that the parcel is set back from Industrial Road means that the replacement jail could be built at <br />the greatest possible distance from the residential neighborhoods, up against the freeway. With regard to <br />the Sheriff's Office's concern about no expansion potential, adjacent industrial sites could be purchased <br />now or in the future to accommodate expansion needs. Also, as previously noted, an industrial area <br />generally has limited activity on weekends and during the evenings, which means that the jail could extend <br />visitor hours with limited impact and would have greater flexibility in scheduling goods deliveries. <br /> <br />The Sheriff's stated disadvantage that the County does not own the Industrial Road site should not be <br />considered a deterrent to considering this site further; virtually any other site countywide that could be <br />considered for the replacement jail presumably is privately owned. As noted above in the discussion of the <br />Shoreway Road site, the potential sale or long-term lease of the County's Motor Pool site in Downtown <br />Redwood City - which it does not appear the County has considered - could generate significant revenue <br />that the County could use for acquisition of a replacement jail site in an industrial district or similarly <br />suitable location. <br /> <br />Redwood City notes that inmate transport could occur on Redwood City streets to the courthouse. The City <br />has no objection to this; the site is suitable given its location in an industrial district and the relatively short <br />distance to County court facilities.
