<br />(5) Personal services such as barber, beauty, launderette, dry cleaning and shoe repair meant to <br />serve the employees of the immediate area and limited to hours of operation between seven (7) <br />a.m. and seven (7) p.m., Monday through Saturday; <br />(6) Day care facilities to serve the employees of the immediate area; <br />(7) Public utilities in accordance with Chapter 16.76 of this title; <br />(8) Special uses in accordance with Chapter 16.78 of this title. <br /> <br />Advantages and Disadvantages of Site Based on Sheriff's Jail Siting <br />Criteria <br /> <br />As indicated by the Sheriff's Office, the Haven Avenue Site offers the following advantages: <br /> <br />· The site is predominately an industrial area. <br />· The site has good access via Marsh Road to U.S. 101 and the County Courthouse. <br /> <br />Disadvantages cited by the Sheriff are: <br /> <br />· High-tension power lines cross the site. <br />· Because of the property's shape, limited area is available for buffers. <br />· Inmates would need to be transported by van to the courts. <br />· The property is privately owned. <br />· Some commercial properties surround the site. <br /> <br />Reasons Why the Haven Avenue Site Represents a Viable Alternative Jail <br />Location to Sites in Downtown Redwood City <br /> <br />The City of Redwood City agrees that the industrial character of the Haven Avenue site qualifies this <br />location as a viable alternative site for the replacement jail. The absence of residential neighbors - which <br />both sites in Redwood City have - means that associated noise, traffic, and other impacts will not affect <br />people's homes and neighborhoods. Also, an industrial area generally has limited activity on weekends and <br />during the evenings, which means that the jail could extend visitor hours with limited impact and would <br />have greater flexibility in scheduling goods deliveries. There would be added advantage to adjacent <br />industrial businesses of having a full-time security presence. <br /> <br />Relocation of the power lines, while potentially costly, does not represent a real constraint. <br /> <br />With regard to the Sheriff's concerns regarding inmate transport by van, the distance to the courts is <br />relatively short, with a direct freeway route available. The fact that van transport will add cost to jail <br />operations and additional taxpayer dollars needs to be weighed in light of the negative fiscal impacts <br />resulting from potential use of the Motor Pool Site: for example, the lost opportunity costs of selling the <br />site to private developers and the costs required to relocate the County's child care center to another <br />convenient location in Downtown Redwood City. <br /> <br />The fact that the County does not own the Haven Avenue site should not be considered a disadvantage, as <br />virtually any other site countywide that could be considered for the replacement jail presumably is privately <br />owned.
