<br />Appendix A <br /> <br />Conceptual Studies of Alternative Uses for the County Motor <br />Pool Site <br /> <br />The purpose of this appendix is to present conceptual study plans for the Motor Pool Study Site and <br />adjacent County Government Center properties in Downtown Redwood City. Redwood City clearly sees <br />that the County's large, underutilized downtown properties offer significant economic opportunity for San <br />Mateo County. <br /> <br />Four concepts have been prepared to illustrate a broad range of possibilities. Land use planning and real <br />estate development consultants considered each of the conceptual plans for feasibility and appropriateness <br />within Downtown and in consideration of our understanding of the County's needs for growth and other <br />facilities such as court and employee parking. Redwood City developed the concept studies in accordance <br />with the City's award-winning Downtown Precise Plan to ensure compatibility and integration into the <br />Downtown environment. Each of the scenarios reestablishes a pedestrian-scaled street grid to ease <br />circulation, maintain access to existing uses, provide access to new development, and create appropriately <br />sized development sites for the County and/or private investors. Different alignments for the new street <br />connections are provided in the various alternatives to further explore the potential of the new <br />development blocks. The prime Downtown location-with easy access to transportation facilities and <br />services-supports high-density transit-oriented development. As part of a FOCUS Priority Development <br />Area as designated by ABAG, the County's underutilized lands in Downtown Redwood City can become <br />contributors to the envisioned regional smart growth development pattern. <br /> <br />In preparing these alternatives, the City accessed information from the Sheriff's Office regarding the <br />County's long-term needs for parking and replacement of aging office facilities. It is understood that there <br />may be additional criteria which would need to be considered as the alternatives are further explored. <br />These scenarios represent an initial step toward creating a long-term vision for the County Government <br />Center that includes private investment, allows expansion of County office-based facilities over time as <br />needed, is supported by and made part of a thriving Downtown neighborhood, and does not include a <br />second large incarceration facility in Downtown Redwood City. <br /> <br />The four conceptual plan alternatives are: <br /> <br />1. Parking Lot Infill Plan <br />2. Comprehensive Campus Plan with School Focus <br />3. Comprehensive Campus Plan with Residential Focus <br />4.
