Alternative 1 : Parking Lot Infill Plan

This plan focuses on the County parking lots in the vicinity of Veterans Boulevard and Brewster Avenue. Of
the four conceptual plans presented herein, it includes the least amount of new development and no
removal of significant existing structures. Alternative 1 has the following characteristics:

· Includes only parking lot areas in the vicinity of Brewster and Veterans Boulevard.

· Assumes retention of all significant existing buildings and uses including the County office building
at 455 County Government Center and the "Our Place" child care center.

· Presents some opportunity for build-out of additional blocks for County and other civic uses as
follows:
o Block A: Appropriate for a Downtown compatible civic use such as a school in association
with the "Our Place" child care center in its current configuration. Playground, parking, and
pick-up/drop-off areas can be accommodated.
o Block C: Accommodates replacement parking for the Hall of Justice and Motor Pool in an
interior structure fronted by occupied office space allowing for moderate expansion.

· Results in one development block as follows:
o Block B: Appropriate for mid or high-rise office development with underground and above-
grade structured parking incorporated into the building form. Residential or mixed-use
development also feasible.

A-2 Site Information for Alternative Locations for the Proposed Replacement Jail
September 2, 2009
