(" Aanko") Outline for Development of a Local Natural Hazard Mitigation <br />Plan for the City of Redwood City <br /> <br />Task Outline: <br /> <br />1. This plan shall be in conformance with the Disaster Mitigation Act of 2000 and shall <br />be conducted in accordance with Federal Emergency Management Agency (FEMA) <br />Mitigation Planning Guidelines as published in FEMA Publication 386. <br /> <br />2. The plan shall identify any risks the City may be exposed to as a result of a natural <br />disasters such as: · Earthquake; · Flood; · Severe Winter or Wind Storm; · Flooding; <br />· Or other such natural hazards that may be identified in the review process. <br /> <br />3. Planning Process will include the role and composition of the City Hazard Mitigation <br />Planning Committee, public meetings, and outreach process through press releases and <br />questionnaires in accordance with FEMA and State OES guidance. <br /> <br />4 Aanko will provide a Hazard and Risk Assessment, to include a description of <br />mitigation goals to avoid long-term vulnerabilities to the identified hazards. This <br />assessment shall address hazards that the City is exposed to: flood, wild land urban <br />interface, fire, earthquake, and high wind. Available data from various sources will be <br />reviewed, documented and summarized in a narrative form. Summaries will include <br />information on past occurrences and the probability of future events. Aanko will perform <br />vulnerability assessment, including identifying assets, estimating potential losses, and <br />analyzing development trends. The types and nwnbers of existing and future buildings, <br />infrastructure, and critical facilities located in the identified hazard areas shall be <br />identified in accordance with FEMA guidance. Consideration will be given to existing <br />studies that have evaluated natural hazards as well as observed or reported historical <br />storm damage data. <br /> <br />5) The FEMA guidance and the DMA 2000 Rules outlines specific information that local <br />jurisdictions must consider when completing the risk assessment portion of the plan. <br />Aanko will ensure the risk assessment provides sufficient information to enable the City <br />to identify and prioritize appropriate mitigation actions to reduce losses form identified <br />hazards. This includes detailed descriptions of all the hazards that could affect the <br />jurisdiction along with an analysis of the jurisdiction's vulnerability to those hazards. <br />Specific information about numbers and types of structures, potential dollar losses, and <br />an overall description of land use trends in the jurisdiction will be included in this <br />analysis. <br /> <br />6. Aanko will prepare a section that identifies and analyzes a comprehensive range of <br />specific mitigation actions and projects being considered to reduce the effects of each <br />hazard, with particular emphasis on new and existing buildings and infrastructure. The <br />hazard mitigation strategy shall include a description of mitigation goals to reduce or <br />avoid long-term vulnerabilities to the identified hazards. <br /> <br />Page 1 of2 <br />
