<br />REPORT <br /> <br />7C <br />age 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />September 21, 2009 <br /> <br />SUBJECT <br />Proposed Replacement Jail - San Mateo County Sheriff's Office <br /> <br />RECOMMENDATION <br />1. By motion accept the report prepared by City staff submitted to the San Mateo <br />County Sheriff's Jail Planning Unit entitled "Site Information for Alternative Locations <br />for the Proposed Replacement Jail". <br /> <br />2. Discuss desired outreach efforts to Downtown stakeholders as well as community <br />members that have been engaged in the City's land use planning efforts including <br />the New General Plan and Downtown Precise Plan. <br /> <br />3. Provide direction to staff regarding next steps to take for the City's participation in <br />San Mateo County's jail planning process. <br /> <br />BACKGROUND <br />Since 2006, San Mateo County has been engaged in studies to identify approaches to <br />relieving overcrowding in the San Mateo County Women's Correction Center and the <br />Maguire Correctional Facility, both located in Redwood City. The studies identified the <br />need for a new correctional facility, referred to as the "replacement jail." The Jail <br />Planning Unit reports directly to the Sheriff and has been working diligently to identify <br />potential sites for the new replacement jail. After consideration of 18 sites countywide I <br />the Jail Planning Unit is now focused on seven that have been deemed to be the most <br />viable. Two of the top seven sites are located in Downtown Redwood City (the County <br />Motor Pool site on Winslow Avenue and the vacant Dodge dealership on Veterans <br />Boulevard) and another three of the seven sites are located near the City's borders (two <br />in San Carlos and one in Menlo Park). <br /> <br />In early August the Jail Planning Unit contacted the pertinent planning agencies as part <br />of a due diligence process for obtaining complete information about the top seven sites <br />before the list is further honed leading to final site selection. In response to this request <br />the Redwood City Planning Division staff discussed the options with the City Manager. <br />The City Manager determined that as thorough a response as possible should be <br />prepared. The resulting report was provided to the City Council previously under <br />separate cover and was submitted to the Jail Planning Unit on September 2. The report <br />has also been provided to the Board of Supervisors and County Manager. <br /> <br />The report focuses on the Jail Planning Unit's request for more information about the <br />Redwood City sites and includes detailed information about community vision, general <br />plan designation and policies, zoning, surrounding uses, and appropriateness of each <br />site for a replacement jail. In addition to this analysis, staff also prepared site studies of <br />the Motor Pool and adjacent surface parking lots in an effort to explore other options <br />that the County may find interesting for future consideration with respect to their campus <br />development needs.
