<br />7C <br />scope of the Jail Planning Unit's information request as well as the County's sitd?age 2 <br />selection process, but staff believed that it would be helpful for the decision makers at <br />the County to consider as wide a range of opportunities as possible. The report also <br />provides analysis of the additional three sites located on the City's borders. <br /> <br />Staff has welcomed open communication with the Jail Planning Unit and offers our <br />availability to discuss the report generally including information sources, discussion and <br />conclusions. In summary, the analysis determines that the two potential Downtown <br />Redwood City sites would be poor locations for a replacement jail. Staff encourages <br />additional consideration of possible locations based on the following fundamental <br />criterion: The site for the new replacement jail should not adversely impact any <br />community's downtown, existing residential neighborhoods, and/or planned residential <br />neighborhoods. It appears that a number of the top seven sites, as well as other sites <br />throughout the County that have not yet been considered, could realize this basic <br />principle and would also meet the County Sheriff's stated siting criteria. <br /> <br />The County's site selection process includes utilization of a Jail Planning Advisory <br />Committee (JPAC) whose members were appointed by the County Board of <br />Supervisors. Mayor Foust and Planning Commissioner Radcliffe represent Redwood <br />City on the JPAC. At the Council meeting on September 21, Mayor Foust will be <br />prepared to report out on the most recent JPAC meeting. <br /> <br />AL TERNA TIVES <br />Direct staff to provide additional information to Redwood City's JPAC members and the <br />Sheriff's Jail Planning Unit regarding the Redwood City sites or any other sites. <br /> <br />Direct staff to discontinue this effort and allow the JPAC members to continue to <br />represent the City without additional staff support. <br /> <br />FISCAL IMPACT <br />Because there was less than one month to prepare the response to the Jail Planning <br />Unit, staff determined that consultant support would be needed. The total consultant <br />cost to prepare the report was almost $16,000, which was funded through the current <br />planning professional services budget. Staff also made significant contributions to the <br />report, making sure to accommodate this short term effort within existing workloads. In <br />the future, should Council request additional focus on this project, staff work can <br />continue to be performed within the existing budget; however, if additional consultant <br />services are required, further expenditures will need to be fully considered. If this report <br />supports the identification of an appropriate site for the replacement jail outside <br />Downtown Redwood City, the investment in this research will be offset by the retention <br />of development potential in Downtown. <br /> <br /> <br />~~.
