<br />1. Understanding of the Request <br /> <br />Since 2006, the County of San Mateo Sheriffs Office has been engaged in studies to identify approaches to <br />relieving overcrowding in the San Mateo County Women's Correction Center and the Maguire Correctional <br />Facility, both located in the City of Redwood City. The studies identified the need for a new correctional <br />facility, referred to herein in as the "replacement jailJJ per the terminology of the Sheriffs Office, to address <br />projected demands and to replace the outdated women's facility located on Maple Street in Redwood City. <br />Following investigation and analysis of up to 18 sites countywide, the Sheriffs Office has identified seven <br />sites that have been determined to be most viable based upon the selection criteria developed by the <br />Sheriffs Office Jail Planning Unit. Two of the seven sites are located in Downtown Redwood City, three are <br />located just outside Redwood City in the cities of San Carlos and Menlo Park, and the other two are located <br />in Burlingame and East Palo Alto. <br /> <br />Information Requested by the Sheriff's Office <br /> <br />The Sheriffs Office has requested that the City of Redwood City provide information about the two sites <br />located in Downtown Redwood City to help inform the selection process. Specifically, that information is to <br />include: existing uses on the properties and adjacent properties, General Plan land use designations, zoning <br />designations, and identification of other land use plans and policy/regulatory documents that may apply to <br />each site. <br /> <br />The City Manager's Office has prepared this report in response to the Sheriffs Office's request, and to <br />provide additional information as to why the two sites in Downtown Redwood City are not appropriate <br />locations for the replacement jail. In addition, this report presents reasons why the alternative sites under <br />consideration immediately adjacent to Redwood City represent viable alternative locations to establish a <br />replacement jail that will serve all San Mateo County residents. The proposed sites in East Palo Alto and <br />Burlingame are not discussed. <br /> <br />Reasons Why the Two Sites in Redwood City Are <br />Poor Locations for the Replacement Jail <br /> <br />Section 4 of this report identifies the following reasons why the two sites under consideration in Redwood <br />City - the County Motor Pool Study Site and the Closed Dodge Dealership Study Site - represent poor <br />choices for the replacement jail. <br /> <br />County Motor Pool Study Site <br /> <br />1. Additional jail facilities are incompatible with the New General Plan and Downtown Precise Plan vision. <br /> <br />2. The Motor Pool Site is immediately adjacent to two high-density housing sites identified in the General <br />Plan Housing Element. <br /> <br />3. The Motor Pool Site is a valuable piece of property that could be used for revenue-generating uses for <br />San Mateo County (see conceptual studies in Appendix A). <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br /> <br />1 <br />
