<br />the entire Plan area. The maximum building heights in the Downtown range from four stories to a <br />maximum of 12 stories. The flexible Precise Plan is tailored to provide the choice of "convenience living/' <br />which includes a balanced mix of employment and a range of housing types in close proximity to transit, <br />entertainment, shopping, restaurants, and public services. The Precise Plan contains urban design <br />guidelines and principles for future development. Through increased height limits and flexibility in density, <br />this Precise Plan is anticipated to vastly increase development in Downtown Redwood City. Upon adoption <br />of the Downtown Precise Plan, six development applications were received, indicating a substantial <br />increase in development interest due to the City's new plan. <br /> <br />With the City Council's leadership over the last several years, development of the Precise Plan included a <br />great deal of community involvement and input as residents, business people, developers, housing <br />advocates, and others shared creative ideas and opinions, and helped the City to move forward in <br />producing this important blueprint for the future. <br /> <br />While the Downtown Precise Plan is currently on hold while the City drafts new environmental <br />documentation and completes the New General Plan, the Downtown Precise Plan will be adopted anew <br />shortly to fully reflect the New General Plan policies. The following sections from the Precise Plan <br />summarize the long-term vision, guiding principles, and strategies for developing Downtown. <br /> <br />Downtown Precise Plan Goals and Guiding Principles <br /> <br />1) Create a beautiful and memorable urban district interwoven with the City's <br />identity. <br /> <br />The community intends to create a visually appealing and memorable urban district that <br />is the primary iconic image that stands for Redwood City. The <br />Precise Plan sets clear and detailed standards for quality design of the reuse and <br />restoration of precious historic buildings and spaces as well as the careful design and <br />construction of new buildings. The buildings will also help shape the spaces in-between <br />into good places that can be remembered, where people are comfortably inside them, <br />not outside looking at objects (even if the objects are attractive). A variety of community <br />outdoor places, primarily urban, will be part of this place-making and will accommodate <br />all people comfortably, regardless of age, economic status or ethnicity. These community <br />outdoor places may include the sidewalks and streets, parking lots and facilities, paseos <br />and plazas, even privatized rooftops and courtyards, as well as Courthouse Square and <br />Theatre Way. <br /> <br />2) Revive the Heart of the City <br /> <br />The Precise Plan's central goal is to restore Downtown as the indispensable hub of the <br />City where a mix of diverse services, conveniences, experiences and lifestyle choices are <br />provided in a way that honors Downtown's rich history, while remaining appropriate to <br />the social and economic conditions of life in the 21st Century. <br /> <br />18 <br /> <br />Site I nformation for Alternative Locations for the Proposed Replacement Jail <br />September 2, 2009 <br />
