A brief description of the project, including a commonly used name for the project, if any; <br />b. The location of the project, preferably shown on a map, and the name of the project proponent; <br />c. A proposed finding that the project will not have a significant effect on the environment; <br />d. An attached copy of the Initial Study documenting reasons to support the finding; and <br />e. Mitigation measures, if any, included in the project to avoid potentially significant effects. <br /> <br />While the lead agency anticipates no substantial evidence that the project may have a significant impact on <br />the environment, M-Group anticipates that the City will adopt a Mitigated Negative Declaration due to <br />environmental impacts that could be reduced to a "less than significant level" by using Best Management <br />Practices and/or code requirements and to include any mitigations as conditions of approval for the <br />proposed project. <br /> <br />Sequence of Tasks <br /> <br />The sequence of tasks for the Initial Study and Negative Declaration is as follows: <br /> <br />o Prepare a project description that sufficiently describes the proposed development program, and <br />the policies for development, conservation, and management of resources in the City of Redwood <br />City. <br />o Prepare Administrative Draft Initial Study and Negative Declaration on the plan, and identify any <br />policies, guidelines, standards, or programs that could help mitigate any identified significant <br />impacts (with the intent that these recommendations could be incorporated into the plan). <br />o Submit Administrative Draft Initial Study and Negative Declaration for City staff review and meet to <br />discuss the "self-mitigating" recommendations. <br />o Revise Administrative Draft Initial Study and Negative Declaration based on the City's consolidated <br />set of non-contradictory comments (recognizing any revisions made to the project description that <br />reflect the incorporation of self-mitigating recommendations) and submit a Screencheck <br />Administrative Draft Initial Study and Negative Declaration for review. <br />o Assuming that the City is comfortable with the analysis and that there are no significant <br />unavoidable impacts publish and distribute for public review for 20-30 days as appropriate. <br />o Following the close of the public review period, organize and prepare responses for inclusion in the <br />staff report or as part of a Final Initial Study and Negative Declaration. <br />o After incorporating all comments, adopt Final Initial Study and Negative Declaration. <br />o Attend and support two public hearings on Negative Declaration adoption (includes attendance at <br />three meetings). <br />o Within two (2) months of adopting the Initial Study and Negative Declaration, make decision on <br />project and adopt mitigating reporting/monitoring plan. <br />o Create Notice of Determination (NOD) and file with the State Clearinghouse five (5) days after <br />project approval. <br /> <br />The consultant team will provide paper copies and electronic copies on compact disks, as needed, of the: <br /> <br />578 clyde avenue suite 340 mountain view calif 84043 T 650 838 1111 <br /> <br />www.mplanninggroup.com <br />
