<br />METROPOLITAN PLANNING GROUP <br /> <br />~ <br /> <br />a new design on urban planning <br /> <br />GROUP <br /> <br />consultation with City staff, the project team will prepare an Initial Study that will identify the project- <br />related issues and impacts associated with each environmental topic in Appendix G of the CEQA Guideline. <br /> <br />Particular attention will be paid to the following topics, which may require a more in-depth analysis. <br /> <br />o Land Use (consistency with City policies, regulations and neighborhood compatibility) <br />o Visual Quality (scale, aesthetics, views from off-site) <br />o Traffic / Circulation (congestion levels, access, safety, adequacy) <br />o Air Quality (dust particulates as result of demolition, exhaust from drive-thru lane) <br />o Utilities (changes to the utility systems) <br />o Noise (for the construction phase), Light and Glare <br />o Tree Removal <br />o Archaeological Resources <br />o Hazardous Materials (past or current soil or groundwater contamination) <br /> <br />The environmental review will consider policies, guidelines, standards, and implementation strategies to <br />mitigate the potentially significant impacts that might otherwise occur. Accordingly, this scope of work <br />assumes that following preparation of the Initial Study, the City will be able to adopt a Negative Declaration <br />or Mitigated Negative Declaration for the development. <br /> <br />Alternatively, if the City determines that the project would result in one or more potentially significant <br />impacts, an Environmental Impact Report (EIR) would be required. Under this scenario, M-Group would <br />submit an amended work scope to address the effort required to prepare the environmental documents. <br /> <br />Scope of work <br /> <br />M-Group proposes to undertake the preparation of an Initial Study for 949 Veterans Boulevard in order to <br />determine the significant impact the project may have on the environment and to document the lead <br />agency's decision to adopt a Negative Declaration depending on the potential impacts. The Initial Study for <br />949 Veterans Boulevard will include: <br /> <br />a. Project Description <br />b. Environmental Setting <br />c. Potential Environmental Impacts and brief explanation to support findings <br />d. Mitigation measures for any significant impacts <br />e. Consistency with plans and policies <br />f. Names of parties responsible for preparation <br /> <br />The Negative Declaration will document that there is no substantial evidence that the project may have a <br />significant impact on the environment, as appropriate. A Notice of Intent (NOI) to adopt a negative <br />declaration will be prepared to the public, responsible agencies, trustee agencies, and the county clerk of <br />each county within which the proposed project is located, sufficiently prior to adoption by the lead agency <br />of the negative declaration to allow the public and agencies the review period. <br /> <br />579 clyde avenue suite 340 mountain view calif 84043 T 650 8381111 <br /> <br />www.mplanninggroup.com <br />
