<br />METROPOLITAN PLANNING GROUP <br /> <br />~ <br /> <br />a new design on urban planning <br /> <br />G R 0 U P <br /> <br />Introduction <br /> <br />The proposed fast food restaurant with a drive-thru in the City of Redwood City brings with it possible <br />impacts to the immediate neighborhood and the City. In order to evaluate the impacts of this new project <br />on the City and the neighborhood; an Initial Study is required to be prepared pursuant to the California <br />Environmental Quality Act (CEQA). The City anticipates that an Initial Study and a Negative Declaration will <br />be utilized to evaluate and mitigate any environmental issues caused by the project. To comply with CEQA, <br />the Planning Division must provide a Notice of Determination to adopt a Negative Declaration or Mitigated <br />Negative Declaration to the public, responsible agencies, trustee agencies, and the County Clerk of San <br />Mateo County, sufficiently prior to adoption by the lead agency of the Negative Declaration or Mitigated <br />Negative Declaration in order to allow the public and agencies an adequate review period. <br /> <br />Project Description <br /> <br />The proposed project is an application for a Use Permit, Architectural Permit and Sign Permit to allow a new <br />fast food restaurant (In-N-Out Burger) with an outdoor patio and a drive-thru. The site is currently <br />developed with a free-standing, one-story, approximately 4,900 square foot Baker's Square restaurant. The <br />scope of work would include demolishing the existing building, reconfiguring the site and constructing a <br />new stand-alone, one-story, 3,265 square foot building. The site would contain new landscaping and one <br />vehicular access point from Veterans Boulevard and one from Main Street (via another parcel under the <br />same ownership). The applicant has submitted comprehensive architectural plans, a title report and a <br />traffic study for review. <br /> <br />Project address: <br /> <br />Lot size: <br /> <br />Current Zoning: <br /> <br />949 Veterans Boulevard <br />40,001 square feet /0.92 acres <br />CG (General Commercial) <br /> <br />Key Staff <br /> <br />M-Group staff has comprehensive knowledge and technical expertise in working with planning studies and <br />development projects in San Mateo County, environmental laws and regulations under NEPA and CEQA and <br />applicable federal, state and local regulatory requirements. For the proposed In-N-Out Burger fast food <br />restaurant, M-Group has assigned Derek Farmer, Senior Planner, as the primary staff person. Derek has <br />extensive experience processing development projects and managing the complex CEQA process <br />through his work at San Mateo County and Santa Clara County. M-Group Principal, Geoff Bradley will <br />serve as the Principal-In-Charge for the project. <br /> <br />Project Understanding <br /> <br />The initiation of the environmental review process in accordance with the California Environmental Quality <br />Act (CEQA) will be done with a clear understanding of the project issues and definition of the project.
