<br />Exhibit "A" <br />ScoDe of Services <br /> <br />1. Project Approach <br />Hart Howerton Ltd. (Consultant) will be retained by the City of Redwood City <br />(City) to perform an initial review and analysis of the "Saltworks SO/50 Balanced <br />Plan" entitlement application and statement of justification submitted to the City in <br />May 2009 by DMB Redwood City Saltworks (Application and Applicant). Due to <br />internal staff time constraints, the City has requested Consultant to assist them in <br />completing an initial Application review and manage a consultant and City staff <br />team (Review Team) in the evaluation process. <br /> <br />The intent of the City review process is to address three goals that may be <br />defined as follows: <br />1. Determine if the Application is adequate for the sake of continued City <br />review. If inadequate, then determine what information is required for <br />an adequate Application. <br />2. Identify and verify assumptions within the Application, assess their <br />validity, and identify any other issues or concerns that might be <br />associated with those assumptions. <br />3. Establish a reliable and useful system for keeping policy makers, the <br />public and the applicant informed about the initial application review <br />process. <br /> <br />2. Overview <br />As part of a previous contractual agreement with the City, Consultant designed a <br />structure for how the process will work, a hierarchy of responsibility for Review <br />Team members and key project issues, a public information and communication <br />overlay, and an identification of each of the Review Team components. Central <br />to this contractual agreement are agreed-upon roles and responsibilities for <br />Consultant. They include the following: <br /> <br />1. Consultant shall be working in an adjunct role to the City staff and will <br />assist the City in this initial Application review process. <br />2. The City Manager shall serve as the Review Team "sponsor" and the <br />City's Senior Planner shall be the City's project manager and staff <br />point person. Within the Review Team an internal review management <br />team shall be established for the purpose of ensuring that the initial <br />review process is effectively and efficiently executed. This oversight <br />group shall be comprised of the City Manager and three other City staff <br />members; two firm principals of the Consultant; and the City's public <br />information consultant. <br />3. The initial review of the Application has been arranged in a hierarchical <br />system. "Tier One" of the process represents the most critical review <br />issues of water, transportation and jurisdictional overlays. These <br />
