EXHIBIT ---L DRAFT January 26, 2010 Re: Contract Amendment #3 - Redwood City Saltworks Development Proposal Oversight of Environmental Review Process Following up on your request for a scope of work for assistance in managing the environmental revic\v process for the Saltworks application, we are pleased to submit our proposed amendment to our contract. Attached you \,'ill find a Schedule of Values (SOV) as Exhibit A, that summarizes our estimated monthly fees and anticipated schedule for };'ebmary through July 2010. The Assignment. \Xle understand that the City is continuing to process the Saln-vorks Development Proposal. The City has requested that we assist City Staff in the selection of a lead environmcntal consultant and team and help to managc the on-going process. This would include assistance in the set up of an organizational stlUcture, schedule and communication strategy, managing the scoping process, taking part in the selection of the environmental team members and on-going review and coordination of environmental documentation. We now anticipate that our team's work would move ahead in three main phases over the next 6 months: Phase One Environmental Consultant Team Selection Process - where we work with the City to craft an RFQ and overall selection process to identify the lead environmental consultant and team. Phase Two Notice of Preparation and Scoping- where we would \vork with the team and selected lead environmental consultant to craft the NO]>, scoping approach and public meeting schedule. Phase Three On-going Review and Management - TIllS phase would include on-going coordination and review with the team, including review of draft environmental studies, management of schedule, and assistance with the communication strategy. ~-\t the completion of the 6 month term, an updated scope of services will be prepared.
