17060 P a g e | 21 <br />Proposal for Storm Drain Pump Station Improvements Projects <br />BRADFORD PUMP STATION <br />Construction: Five (5) 11”x17” bound hardcopy drawing sets, five (5) bound hardcopy specification sets, and <br />one (1) electronic Adobe Acrobat (PDF) copy of each, 60%, 90%, 100% (Final) Comment/Response Log <br />Bidding Phase Services: Pre-bid meeting site visit, Assist City with Review of Bids <br />Task 8 – Environmental CEQA Support and Permitting Contingency Tasks <br />The environmental specialist subconsultant will provide environmental consultation services contingency tasks <br />services to the City only upon written approval and authorization. <br />Task 8.1 Additional CEQA Support, Initial Study/Mitigated Negative Declaration <br />In the event that the Bradford Pump Station Project would not meet the requirements for a CEQA categorical <br />exemption (Task 2.10), then the environmental specialist subconsultant will prepare an Initial Study/Mitigated <br />Negative Declaration (IS/MND) to provide CEQA compliance for the Project. The City will be the lead agency for the <br />Project under CEQA. <br />The environmental specialist subconsultant will prepare an Administrative Draft IS/MND that contains the required <br />sections as outlined by CEQA Guidelines. Technical analyses and impact assessments will be prepared using the <br />impact topics prescribed in Appendix G of the CEQA Guidelines, and appropriate mitigation measures will be <br />identified for any significant impacts. Each topical section will include a physical and regulatory setting as <br />applicable, clearly describe project impacts, identify feasible mitigation measures, and identify the level of <br />significance both prior to and following mitigation. Any mitigation measures determined to be infeasible will be <br />justified. <br />Pursuant to Assembly Bill (AB) 52, which went into effect on July 1, 2015, CEQA requires early coordination with <br />tribes and tribal communities. AB 52 requires lead agencies to consult with interested tribes and tribal communities <br />as soon as the project is defined. Generally, the early consultation process involves meetings/calls to exchange <br />information about the project and any cultural resources that may be affected, and to guide the environmental <br />impact evaluation. The environmental specialist subconsultant’s qualified archaeologist will take the lead in <br />implementing AB 52 requirements under this task. <br />The IS/MND will contain the following sections: <br />Executive Summary. This section will contain a concise, clearly written summary of the project, and the findings <br />of the IS/MND. Details of the impacts and mitigation measures will be provided in a table at the end of the <br />Executive Summary. <br />Introduction. The Introduction to the IS/MND will clearly instruct readers on how to find information in the <br />IS/MND and will explain the regulatory purpose of the document, the public’s role, and steps in the process. <br />Project Description <br />Environmental Analysis. The Administrative Draft IS/MND shall contain environmental analysis for the following <br />issue areas, according to Appendix G of the CEQA Guidelines. <br />Aesthetics Hazards and Hazardous Materials <br />Agricultural and Forestry Resources Hydrology and Water Quality <br />Air Quality Land Use and Planning <br />Biological Resources Noise <br />Cultural Resources Population and Housing <br />ATTY/AGR.2021.257/Wood Rodgers, Inc.
