17060 P a g e | 24 <br />Proposal for Storm Drain Pump Station Improvements Projects <br />BRADFORD PUMP STATION <br />If requested by USACE, the environmental specialist subconsultant will organize and attend one (1) field visit with <br />USACE to review the wetland delineation. Based on feedback received from USACE, the environmental specialist <br />subconsultant will revise the wetland delineation, and if necessary, submit the revised version to USACE. This scope <br />of work, includes minor refinements to the wetland delineation and minor text edits related to adjustments to <br />report mapping, following USACE field visit or other feedback from the USACE. <br />Deliverables: <br />Draft and Final Wetland Delineation Report (electronic) <br />Revised Wetland Delineation Report following comments USACE, if necessary (electronic) <br />Task 8.2.4 Cultural Resources Report <br />Compliance with Section 106 of the National Historic Preservation Act (NHPA) is a condition for receiving a <br />discretionary federal approval, such as a CWA Section 404 permit. The environmental specialist subconsultant will <br />establish the Area of Potential Effect (APE) to evaluate the Project area. The environmental specialist subconsultant <br />will conduct a records search at Northwest Information Center of the California Historical Resources Information <br />System (CHRIS) for the APE. The Native American Heritage Commission (NAHC) will be contacted to determine <br />whether Native American sacred sites are known to be located in or near the Project and to request a list of <br />contacts for Native American tribes who may have an interest in the Project. Request for information letters will <br />subsequently be sent to all those identified by the NAHC who might have additional information about the Project <br />area. Follow up phone calls will be made to letter recipients about two weeks after the initial contact to verify that <br />the letter has been received. An attempt will be made to solicit information from those contacted during the <br />telephone exchange, if possible. Local historical societies may also be solicited for any information they may have <br />regarding the Project area. <br />The environmental specialist subconsultant’s archaeologists will conduct a cultural resources inventory of the APE. <br />Archaeologists will exam the ground surface within the APE by walking appropriately spaced transects. Trowels or <br />hoes may be used to clear vegetation to increase ground surface visibility, when needed. Any archaeological <br />resources will be recorded on the standard California Department of Parks and Recreation Form 523. These will <br />include photographs and a site map, and global positioning system data will be collected to accurately delineate the <br />locations of all resources. <br />The environmental specialist subconsultant will prepare a cultural resources report, which will include the methods <br />and findings of the records search, contacts with Native Americans, the APE figures, and results of field studies, as <br />appropriate. The report will be prepared according to the inventory requirements of California Office of Historic <br />Preservation. Copies of the report will be submitted to the Northwest Information Center. The cultural resources <br />report will be suitable for compliance with National Historic Preservation Act, Section 106, as required by USACE <br />CWA Section 404 permitting. <br />Resources identified will not be evaluated for eligibility for inclusion to the California Register of Historical <br />Resources (CRHR) or the National Register of Historic Places (NRHP). We assume that if potentially significant <br />archaeological resources are identified on the Project property, then measures will be taken to avoid impacts so <br />that there is no need to formally evaluate their significance. This scope of work does not include work effort should <br />archaeological resources be identified, and it is determined that the site(s) cannot be avoided by Project <br />construction, and the resource(s) will need to be evaluated for the CRHR and NRHP.
