James Jonas spoke about bullet point #6 and the governance section. He believes that <br /> levees and barriers are too limiting and he wants "to provide adaptation to" and he opined <br /> that barriers are not the only solution. He asked how can governance be more publicly <br /> led, and allow the public to provide input? It is his view that such approach would allow for <br /> a better flow of knowledge between the public and staff. <br /> Council discussion: <br /> One Council Member inquired if economic sustainability was in the plan and the <br /> consultants confirmed. It was clarified by Council that education and grade schools need <br /> to be included. Another Council Member requested a statement about recognizing <br /> historic preservation while adapting to the needs of a growing community. In regards to <br /> the vignettes it was suggested that Emerald Hills be referred to as the Hills. There was <br /> also a comment about mentioning the city's established areas possibly being improved <br /> and not just focusing on new development and housing. Comments were made about the <br /> revised Goal BE-22 and there was agreement on what was put forward by staff and <br /> possibly acknowledging that there is a challenge in certain areas and just stating that fact. <br /> Council discussed area "H" and Ms. Ekas provided details on how it was used as a test for <br /> other areas where a similar situation might occur. <br /> Council discussed the definition of education and there was consensus that this would be <br /> all inclusive (pre K through P16). Council mentioned the need for some language on the <br /> issue of adaptability and the historic nature of the city. Some creativity was requested on <br /> the language on page 26 and there was some encouragement for a slight rewording. On <br /> page 26, second bullet from the bottom, change the sentence to positive and utilize the <br /> word "optimizing" versus "minimizing". One Council Member explained that the sequence <br /> of events, which includes the General Plan approval followed by the Environmental Impact <br /> Report (EIR) and how it might be misleading the way it sounds now. He suggested making <br /> the language more tentative to reflect the sequence of events. It was clarified that the <br /> Council will first approve the Draft General Plan and the next big step will be the <br /> preparation of the EIR. Council thanked staff and the consultants for their work. <br /> C. Proposed Replacement Jail — San Mateo County Sheriff's Office. <br /> Recommendation: <br /> 1. By motion accept the report prepared by City staff submitted to the San Mateo <br /> County Sheriff's Jail Planning Unit entitled "Site Information for Alternative <br /> Locations for the Proposed Replacement Jail. Minute Order 09-207 <br /> 2. Discuss desired outreach efforts to Downtown stakeholders as well as <br /> community members that have been engaged in the City's land use planning <br /> efforts including the New General Plan and Downtown Precise Plan. <br /> 3. Provide direction to staff regarding next steps to take for the City's participation <br /> in San Mateo County's jail planning process. <br /> Jill Ekas, Planning Manager, presented the report (presentation on file).
