One Council Member appreciated the principles but wanted measurable ways to handle the fiscal balance. Another Council Member thanked staff and Stanford for their hard work but reiterated that looking at the fiscal impact is important carefully looked at. This Council Member wants a process that creates a beautiful site but also includes the concept of making the community whole. It was requested that Council be kept informed of the progress and include some sort of check in to help Council stay connected. It was suggested that on bullet #5 it could be left at community and exclude the word city. On the issue of the period check-ins Mayor Foust asked City Attorney Yamamoto to comment and he said that with the negotiations going on that might be a little harder but it may be doable. Mayor Foust asked for next steps and Ms. Riordan provided a tentative timeline. The issue of a community task force was brought up and this may be part of future discussions. Mayor Foust clarified that when the term "community" is used it should be all- inclusive and broad to include organizations such as Redwood City 2020 and other partners. M/S Pierce/Hartnett to approve the Guiding Principles for Stanford in Redwood City Project. Motion carried unanimously by electronic vote. Mayor Foust announced a break at 9:01 p.m. and the meeting resumed at 9:15 p.m. B. Draft New General Plan — City Council Direction. Recommendation: Review and reach consensus on the Introduction Chapter of the Draft New General Plan and other revisions. Tom Passanisi, Principal Planner, introduced the item and referred to a revised attachment Goal BE-22. He provided clarity on what staff is seeking from Council and upcoming steps prior to the General Plan's adoption. He added that staff is sifting through close to 500 public comments that were submitted. Jill Ekas, Planning Manager, provided details on a map that showed Revisions to the New General Plan Land Use Map (presentation on file). Council made comments on the document and the consultant was present to capture these. It was suggested that the plan refer to the goal that "Redwood City will provide". One Council Member asked about the legacy statement in the plan and its origin. Ms. Ekas read the original statement that Mayor Foust had made at a prior comment session and how it morphed into the current wording. Some of the more specific comments from Council included: 1) use varied pictures without repetition, 2) and improve depiction on page three. Public Comment Cynthia Deny, representing the Sierra Club, spoke about the General Plan and the issue of Cargill, and Goal BE 22. She believes this weakens the enforcement code and she wants to strengthen the point of promoting sustainable development.
