6.1 B <br /> Page 1 <br /> REPCJRT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> October 12, 2009 <br /> SUBJECT <br /> Additional Construction Budget Request - Redwood City Recycled Water Project — <br /> Phase I — Bayfront Distribution System - Bid Package 8 (East Bayshore Road, Bair Island <br /> Road, Redwood Creek, Highway '101, and Maple Street) <br /> RECOMMENDATI4N <br /> Authorize, by motion, the City Manager to increase the contract amount up to 25% as <br /> necessary to complete the construction of this project contracted to Peak Engine�ring, <br /> Inc. <br /> BACKGROUND <br /> On February 9, 2009, the City Council awarded the construction for the Redwood City <br /> Recycled Water Project — Phase 1 — Bayftont Distribufion System — Bid Package 8 <br /> Project to the lowest responsible bidder, Peak Engineering, Inc., of San Francisco, for <br /> their responsive and responsible low bid of $949,45Q.00 and authorized the City <br /> Manager to increase the contract amount up to 14% if necessary. <br /> Sixteen bids were received at the bid opening on January 21, 24�9. The low bid of <br /> $949,450.00 from Peak Engineering, Inc., was 38% lower than the engineer's estimate <br /> of $'1,550,000.00 for the cost of construction. Staff attributed more bidders and lower <br /> bid amounts than typical to a very competitive bidding environment due to the economic <br /> downturn. <br /> This project is the ninth recycled water distribution pipeline construction project. The <br /> scope of work extends the recently installed recycled water transmission piping system <br /> in the Redwood Shores and Bair Island bike path areas to the Seaport Boulevard area, <br /> between Bair Island Road and Maple S#reet. More than 1,84� linear feet of PVC <br /> (polyvinyl chloride) and welded s#eel pipe, 24 inches in diameter, will be installed along <br /> East Bayshore Road, Bair Is�and Road, Redwood Creek, Highway 101, and Maple Street. <br /> Completion of this project, anticipated in October 2009, in conjunction with the <br /> completion of Bid Package 5A concludes constru�tion of Phase I of the recycled water <br /> transmission piping system. At that point, service will be available to all Redwood City <br /> customers east of Highway 101. <br /> Change orders are representative of unanticipated work to accommodate unforeseeable <br /> site conditions on this project. As of September 1, 2009, Bid Package 8 was 60% <br /> complete and change orders totaling approximately $54,841.00 have been issued. The <br /> remaining 40% of the work, af the Highway 101 State bridge crossing over Redwood <br /> Creek, is the most challenging portion of the project and an additional $130,710.00 is <br /> estimated as required to complete this construction. Unforeseeable site conditions on <br /> this project have required additional work that incfudes modifying bridge pipe supports, <br /> revising the bridge pipe alignment due to the depth of the bridge foundation, adding an <br /> epoxy coated steel pipe due to utility conflicts, and adding steel we�ding.
