6.1 C <br /> Page 1 <br /> REP4RT <br /> To the Honorable Mayor and City Counc�l <br /> From the Ci Mana er <br /> October 12, 2009 <br /> SUBJECT <br /> Community Development Block Grant and HOME lnvestment Partnership Act Funding <br /> Agreements for Fiscal Year 2009 -10 <br /> RECOMMENDATION <br /> Authorize, by motion, approval of 12 operating agreements with '11 non-profit <br /> organizations to allow disbursement of Community Development Block Grant and <br /> HOME Investment Partnership Act funds for Fiscal Year 2009-2010. <br /> BACKGROUND <br /> Each year the City receives an entitlement of Community Development B(ock Grant <br /> (CDBG) and H�ME Investmen# Partnership Act (HOME) funds from the U.S. <br /> Depa�tment of Housing and Urban Development (HUD). These funds pro�ide <br /> intervention and supportive programs to Redwood City citizens which include homeless <br /> services, senior and youth programs, job training, economic development assistance, <br /> minor home repair and energy conservation programs. CDBG funds are exclusively <br /> targeted to low and moderate income residents to meet certain housing, supportive <br /> programs, and non-housing community development needs. Approximately 20 <br /> programs that meet housing and homeless intervention criteria are currently funded <br /> through CDBG. These programs operated by non-profit organizations will collectively <br /> provide assistance to an estimated 1,500 Redwood City residents who are low income <br /> or have special needs. <br /> The City Council approved these programs and activities on April 27, 2009 in the 2009- <br /> 2010 Fifth Annual Action Plan (of the Ciiy's Five-year Consolidated Plan for 2005-2010). <br /> �ne of the new agencies being funded is Proje�t Sentinel, who wilf provide fair housing <br /> counseling services. Project Sentinel currently provides Fair Housing Counseling <br /> services to every Peninsula City except Redwood City. Fair Housing Counseling <br /> services is the only activity that HUD mandates as a result of receiving CDBG funds. <br /> The City has contracted with Project Sentinel in the past in a joint agreement with the <br /> Urban County and three entitlement cities in San Mateo County to conduct an Analysis <br /> of Impediments to Fair Housing. Historically, Redwood City residents were founding <br /> members along with representatives from Stanford University that formed the <br /> MidPeninsula Citizens for Fair Housing (MCFH) organization located in Palo Alto. <br /> Therefore, MCFH had provided services to Redwood City un#il June 30, 2009. <br /> In 2006, MCFH merged with Eden Council of Hope and Opportunity (ECNO} whose <br /> main offices are located in Hayward. Availability and accessibility of staff and <br /> institutional knowledge in the local Palo Alto office declined with the retirement of long <br /> term staff and the merger of the two organizations.
