6.1 D
Page 1
REPORT
To the Honorable Mayor and City Council
From the Ci Mana er
October 12, 2009
SUBJECT
Award of Contract— Redwood Shores Lagoon Maintenance Dredging Project
RECMMENDATION
By motion:
1. Approve the contract documents
2. Award the contract for the Redwood Shores Lagoon Maintenance Dredging Project
to Aquatic Environments of Concord based on the lowest otal responsible bid
amount
3. Authorize the City Manager to execute the contract for the base bid amount of
$712,700.00 and incease the contract amount up to 1% if necessary.
BACKGROUND
The Redwood Shores Lagoon System Dredging project is designed to improe the
water quality and the serviceability of the Redwood Shores storm drainage system
which includes the lagoons. The lagoons in Redwood Shores have not been dredged
since they were first created and silt depos#s have accumulated for over forty years
from storm run off and the bay's tidal action. Silt bui(d-up adversely effects water
circulation which encourages the growth of widgeon weed. Removal of as much of the
deposited silt as possible, particularly near the in-take area, will improve the water
circulation.
Dredging is planned in certain areas of the lagoon where hydrographic sunreys hae
identified excessive silt build-up and where the dredged material has been approved for
relocation within Redwood Shores. Much of the dredged material from this project will
be incorporated into "The Preserves" project to restore the wetlands in Area H. The
opportunity for beneficial reuse of dredged material results in a substantial cost savings
to the cifiy and accelerates the restoration of the wetlands by the developer.
The three (3) bids received at bid opening on September 1, 209, are summarized
below:
BASE BID OPTIONAL BID
BIDDER AMOUNT ITEMS AMOUNT TTAL
Clean Harbors Environmental Services, Inc.— $1,105,294.00 $985,359.25 2,090,573.25
Norwell, MA
A uatic Environments-Concord 712,700.00 1,473,064.00 2,185,1fi4.00
Waterworks lndustries, lnc. -Windsor 83fi,941.60 1,822,287.74 2,659.229.34
En ineer's Estimate $889,030.00 $1,022,680.00 $1,911,710.0
Recommended Bidder.
