6.1 D <br /> The low bid is based on the total bid amount (base bid plus the optiona! bid items). For Page 2 <br /> purposes of bidding, the work of this project was divided into three areas as represented <br /> by the base bid and the finro additional bid item options. The bid was structured this way <br /> to account for the disparity in the cost to dispose of dredged ma#erials from different <br /> parts of the fagoon. Due to the presence of polycyclic aromatic hydrocarbons (PAH) in <br /> concentrations greater than 4 ppm in some areas of the lagoon, the Regional Water <br /> Quality Control Board (RWQCB) will not permit all of the dredged materiai to be <br /> redeposited in Area H ai�hough these sediments pose no health or safety risk unless <br /> ingested. The much higher cost of disposing dredged material with greater <br /> concentrations of PAH significantly increases the cost of this project. <br /> The apparent low bid of �2,09�,573.25 submitted by Clean Harbors Environmental <br /> Services, Inc. is considered non-responsive by staff because quantities for two bid items <br /> were given in tons rather than cubic yards as specified. Therefore, staff recommends <br /> that Council reject the bid from Clean Harbors Environmental Services, Inc. and award <br /> the contract to Aquatic Environments based on their second lowest bid amount of <br /> $2,185,7fi4.00. <br /> For the reasons given above and the limited availability of funds, staff requests that <br /> Council award the contract based on the total bid amount but for the amount of the base <br /> bid. Staff will return to Counci( to increase the scope of work on this project when <br /> additional funds become available. <br /> The lowest responsive total bid of$2,185,764.00 submitted by Aquatic Environments is <br /> 14.4% higher than the engineer's estimate of $1,911,710.00, however the base bid <br /> amount of $712,7�0.0� is aimost 20% lower than the engineer's estimate. Staff <br /> believes the difference befin►een the total and base bid amounts to be reflective of the <br /> disparity in the disposal costs of dredged material.
