7A <br /> age 1 <br /> REPORT . <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> October 12, 2009 <br /> SUBJECT <br /> Bay Area Climafie Collaborative Compact <br /> RECOMMENDATION <br /> Adopt, by Resolution, the Bay Area Climate Co(laborative Compact <br /> BACKGROUND <br /> The 6ay Area Climate Collabarative ("Collaborative"} is an initiative spearheaded by <br /> leaders from San Francisco, Oakland and San Jose. The Collaborative is a public- <br /> private partnership of municipafities, business groups, regional agencies, environmental <br /> organizations, and educational institutions. The purpose of the Collaborative is to best <br /> serve the region and a11 of its municipa[ities, institutions, and communities in helping to <br /> meet the state of California's goals for reducing greenhouse gas emissions. The Silicon <br /> Valley Leadership Group (SLVG} acts as fiscal agent and pro�ides staffing to the <br /> Collaborative. <br /> The Collaborative was created because its founders recognized that climate change is <br /> one of the most wide-ranging and profound environmental challenges facing humanity <br /> and the region. The Collaborative is dedicated to achieving 10 goals (see attachment 3) <br /> to effectively address the challenge of climate change and sustain quality of life, as <br /> defined in the Bay Area Climate Change Compact ("Compact"). By signing The <br /> Compact in February 2009, the Mayors of San Francisco, San Jose and Oakland <br /> launched the Collaborative. Since that time municipalities and organizations across the r <br /> region have been asked to become signatories. Current members include: City of <br /> Dakland, City of San Francisco, City of San Jose, Silicon Valley Leadership Group, Bay <br /> Area Council, Joint Venture Silicon Valley, and Santa Clara County. <br /> Should Council decide to become a signatory City, Redwood City would be expected to <br /> work in collaboratively toward the goals outlined in the Compact. There are no <br /> penalties for not reaching these goals. {n addition, as a signatory of the Compact, <br /> Redwood City leadership is invited to participate on the Collaborative's steering <br /> committee and on related working groups. Currently, the Collaborative has estab(ished <br /> three working groups focused on the following topics: solar and green bui(ding, public <br /> information campaigns and electric vehicles. Participation on the steering committee <br /> and working groups is voluntary, and might include a combination of policy member and <br /> staff participation. <br />
