REV: 10-14-2021 RL <br />7.The service technician shall prepare a report and review any outstanding issues, violations, or <br />failed inspection items with City personnel. Recommendations for repair and pricing estimates <br />shall be provided as necessary. All reports shall be submitted within 30 calendar days of the <br />completion of the inspection. <br />I.Integrity Testing (AST) <br />1.A certified inspector shall perform integrity testing as required at each AST location in <br />accordance with US Environmental Protection Agency Oil Spill Prevention regulations found <br />in 40 CFR 112.8(c) and the Spill Prevention, Control, and Countermeasure (SPCC) rule. <br />2.The Consultant’s personnel must have a valid tank testing license from the State Water <br />Resources Control Board and be certified in the American Petroleum Institute (API) Standard <br />653 and/or the Steel Tank Institute (STI) SP001 inspection standards in order to provide tank <br />integrity testing. <br />3.Integrity testing shall be performed according to American Petroleum Institute (API) Standard <br />653 and/or Steel Tank Institute (STI) Standard SP001 at each AST location per schedule/every <br />5 years or as specified by the City. <br />4.Examples of integrity tests include, but not be limited to, visual inspection, hydrostatic testing, <br />radiographic testing, ultrasonic testing, acoustic emissions testing, or other systems of non- <br />destructive testing. <br />5.The Consultant shall also inspect the outside of the container for signs of deterioration, <br />discharges, or accumulation of oil inside diked areas. <br />6.The results of the integrity testing shall be submitted to the City and County within 30 days of <br />inspection and must include a copy of the inspection procedure used and any documentation <br />required to determine the results. <br />J.Annual Gasoline Dispensing Facilities (GDF) Testing (UST/AST) <br />1.Gasoline Dispensing Facility (GDF) Testing <br />i.Consultant’s certified personnel shall conduct performance testing and inspection of <br />GDF vapor recovery and control equipment on an annual basis and in the presence of <br />a Bay Area Air Quality Management District (BAAQMD) and County Inspector (if <br />required). <br />ii.The Consultant shall give a minimum of a 48-hour notice to local regulatory agencies <br />prior to the performance of gasoline dispensing facility (GDF) testing per BAAQMD <br />Regulation 8-7-301 and 302. <br />iii.Upon completion of testing, GFD test results shall be submitted to the BAAQMD <br />Source Test Section within 20 days of the test date. <br />2.California Air Resources Board (CARB) Vapor Recovery Certification <br />i.The Consultant shall comply with Enhanced Vapor Recovery (EVR) requirements in <br />accordance with CARB Executive Order VR-102 and Executive Order VR-204 for <br />Phase II systems. <br />K.Additional Services <br />1.“Additional Services” is defined as any additional monitoring, inspection, and testing the City may <br />require above the monitoring, inspection and testing required by Section 1.4, Subsections A-J, or <br />any repair or replacement work necessary as a result of the inspection and testing process. <br />Additional Services shall be offered by the Consultant on a time and materials basis at the rates <br />provided in the Additional Services table delineated in Section 1.5 below. <br />1.5 Payment Terms <br />ATTY/AGR.2021.262/TEC Accutite (Page 17 of 19)
