REV: 10-18-2021 VR EXHIBIT “A” SCOPE OF SERVICES AND FEE SCOPE OF WORK This Scope of Work describes work to be performed by the Consultant to assist the City of Redwood City (City) in the development of a Funding Plan to secure full funding for the US 101/Woodside Road (SR84) Interchange Improvement Project. The goal of the Plan will be to secure 100% of the remaining funds needed to construct the Project. As described below in this Exhibit, the Scope of Work provides specifics of the Plan that will identify the grants to be pursued with target amounts, the timeline and cost estimate for securing the grants, and the individuals involved in its future execution. Consultant will perform the following Services: Task 1: Identify Potential Fund Sources and Initiate Stakeholder Outreach Task Outcome:  A matrix listing all of the potential fund sources and indicating key criteria such as eligibility requirements, application requirements, key milestones, typical grant size, and connections with the granting agency. Sub Task A: City Meetings Task 1 will begin with a virtual 2-hour initial kick off meeting followed closely by a workshop led by the Consultant. The kick off meeting with the City’s Project Manager and other appropriate City staff will afford the Consultant the opportunity to learn about the funding history (include successful and unsuccessful grant applications), to determine the key members of both the Oversight Team (City representatives guiding the scope of this contract) and Key Stakeholders (select City management, City Council Members, and other stakeholders interested in working for the success of the Project), to plan for the Task 1 Workshop, and to identify the community leaders with whom to meet. The workshop planning portion of the kick off meeting will set the format of the matrix, finalize the agenda, and select the participants. The community leader preparation during the kick off meeting will provide background on each leader regarding their current relationship to the Project, their initial perspective of the Project, and an assessment of their appetite to serve as a Project Champion. The Task 1 Workshop, arranged for and conducted by the Consultant, will be done virtually in 2 hours and include appropriate members of the Design Consultant and City staff. The workshop will identify discrete portions of scope for which specific grants may apply and explore phasing opportunities to make early/phased delivery possible. The Task 1 Workshop will assess funding opportunities from two perspectives: key sources and eligible scope. Sources of funds can come from one or more of four levels: o Local (city sources such as general fund, gas tax subventions, developer fees, fee districts, and/or tax increment financing); o Regional (Regional Measure 3 both assigned and competitively awarded programs, One Bay Area Grant, and SMCTA Measures A and W); o State (SB1 Programs, State Transportation Improvement Program funds, California Air Resources Board grant programs, and others); and ATTY/AGR.2021.265/Gray Bowen Scott (Page 11 of 19)
