REV: 10-18-2021 VR
o Federal (RAISE, BUILD, PIDP, earmarks, and/or others).
The Project may have a subset of its scope that makes it eligible for certain grants to obtain a portion
of the overall funding need. The Plan will seek to take advantage of the Project’s many benefits by
looking for grant sources for:
o Improved port access;
o Pedestrian and bike facilities;
o Improved multi-modal connectivity;
o Improved equity for the North Fair Oaks Community;
o Improved air quality;
o Reduced reliance on cars;
o Improved operation of the State Route 84 and U.S. 101 corridors; and
o Others to be identified in this Task.
This Sub Task also includes three (3) every other week 30-minute virtual contract status calls of the Funding Plan
Leadership Team consisting of the City’s Project Manager, the City’s Transportation Manager, Jessica Manzi, and
one or two members of the Consultant.
Once the research concludes and the matrix is compiled, this Sub Task will conclude with a 90-minute results
meeting of the Oversight Team to present the findings and to share the insights from the meetings with
community leaders.
Sub Task B: Research Grant Opportunities
Based upon the workshop discussion, the Consultant will meet to brainstorm potential grant opportunities. To
facilitate determination of the best grants to pursue in Task 2, the brainstormed possibilities will be researched
and aligned with the Project’s eligible scope. This research will include calls and/or meetings with key funding
agency contacts and other funding experts to determine the likely grant size and prospects of a successful
application.
As calls for projects are announced during the course of this contract, the Consultant will capture this new
information in the matrix for evaluation as part of the Plan and for an early decision by the City to proceed with
applications when necessary and appropriate prior to approval of the Plan in Task 4.
In addition, the Consultant will review key past grant applications submitted for the Project. This review will
assess the program for which the project was submitted, content of the applications, and funding request. We
will also communicate with funding agencies to receive feedback on the application.
Sub Task C: Prepare List of Grants
Concurrent with this brainstorming and research, the Consultant will develop the list of possible grant
opportunities that are identified throughout the meetings and conversations of this Task 1. The matrix
formatted list will indicate key criteria such as eligibility requirements, application requirements, application
cycle, key milestones, typical grant size, and connections with the granting agency.
Sub Task D: Community Leader Perspective Meetings
Concurrent with the brainstorming and research, the Consultant will lead select members of the Leadership
Team to begin meeting with key community leaders (identified in the workshop) to hear their perspectives on
the Project, appropriate funding sources and strategies and invite their participation in support of funding
applications. This Sub Task includes making arrangements for and facilitating no more than eight meetings of
up to 2 hours each. The insights gained from these meetings will be documented in a memorandum
summarizing community leader perspectives from all of the meetings.
ATTY/AGR.2021.265/Gray Bowen Scott (Page 12 of 19)
