REV: 10-15-2021 SK <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />SUMMARY OF CURRENT WORK <br />The City of Redwood City is considering a proposed development project at 750 Bradford <br />Street that includes proposed residential and commercial developments. The proposed <br />project is located on the parcel(s) immediately across the street (south) from the Bradford <br />Pump Station. The City is interested in gaining a refined understanding of the culvert and <br />the site near the proposed development. This scope of work includes evaluation of the <br />capacity of the creek relative to the 100-year recurrence storm event, as well as handling <br />tidal influence, sea level rise, and FEMA flood hazards. <br />Consultant will perform the Services described in the following section. <br />SCOPE OF SERVICES <br />TASK 1 – Project Management <br />Consultant will provide the appropriate project management for this project, including 2 <br />meetings, meeting notes, invoicing, and management of budget, schedule, and <br />deliverables. <br />Deliverable(s): Meeting minutes, invoicing. <br />TASK 2 – Redwood Creek Drainage Structures Assessment <br />Consultant will review the hydraulic model and analysis of the Redwood Creek including <br />the existing twin 8’H x 16’W culverts under Bradford Street (immediate west of Main <br />Street) in the City’s ICM model. This model was developed as part of the Eastern Low- <br />Lying Area (ELLA) Drainage Master Plan by Consultant in 2017. <br />Based on the review, Consultant will provide an assessment of the existing culverts <br />capacity, the City’s required culvert capacity, and the necessary improvements to bring <br />the existing culverts to the City’s requirements. The existing capacity will be based on the <br />model results and may consider required freeboard to either the top of the culvert or to <br />adjacent development grades, as appropriate. The required capacity will be based on <br />City, local, and/or federal requirements. To determine the necessary improvements, <br />Consultant will identify and model at least two alternatives for improving the capacity. The <br />alternatives may include adding an additional culvert or increasing the height or width of <br />the existing culverts. <br />Deliverable(s): Twin culvert assessment memorandum <br />TASK 3 – Floodplain and Sea Level Rise Assessment <br />Consultant will review the ELLA Drainage Master Plan, the effective FEMA Flood <br />Insurance Study, and the State of California Sea-Level Rise Guidance 2018 Update. <br />Based on the review, Consultant will identify the existing flood risk at the project site and <br />the projected flood risk at the project site.
