Levees would fail at multiple locations, increasing the impacts of the individual events. <br /> Community members are expected to be self-sufficient up to 3 days after a major earthquake without <br />government response agencies, utilities, private-sector services, and infrastructure components. Education <br />programs are currently in place to facilitate development of individual, family, neighborhood, and <br />business earthquake preparedness. Government alone can never make this region fully prepared.
