2021 Multijurisdictional Local Hazard Mitigation Plan Executive Summary <br /> <br /> <br />2. Establish and maintain partnerships among all levels of government, the private sector, community <br />groups, and institutions of higher learning that improve and implement methods to protect life and <br />property. <br />3. Conduct culturally competent and transparent community outreach activities that: <br />a. Increase stakeholder awareness and understanding of hazard risk, mitigation options, and <br />preparedness strategies <br />b. Enable community members to inform risk assessment and ranking, prioritization of mitigation <br />actions and implementation measures and investments <br />c. Are clear on how they incorporate input throughout the process by providing regular reports. <br />4. Prevent or reduce mitigation-related disparities affecting under-served and under-represented <br />communities through plans, investments, and engagement. <br />5. Develop and provide updated information about threats, hazards, vulnerabilities, climate change, and <br />mitigation strategies to state, regional, and local agencies, as well as private-sector and <br />community groups. <br />6. Encourage incorporation of hazard mitigation measures into repairs, major alterations, new development, <br />and redevelopment practices, especially in socially vulnerable communities. <br />7. Promote and implement hazard mitigation plans and projects based on best available data and science that <br />are consistent with state, regional, and local climate action and adaptation goals, policies, and programs. <br />8. Advance community resilience through preparation, adoption, and implementation of state, regional, and <br />local hazard mitigation plans and projects. <br />9. Encourage life and property protection measures for all communities, with particular attention to socially <br />vulnerable communities that have less capacity to adapt or to strengthen structures and community <br />lifelines (critical facilities) located in hazard areas. <br />10. Actively promote effective coordination of regional and local hazard mitigation planning and action <br />among state agencies, cities, counties, special districts, tribal organizations, councils of <br />governments, community-led planning efforts, metropolitan planning organizations, and regional <br />transportation organizations to create resilient and sustainable communities. <br />11. Improve systems that provide warning and emergency communications, including evaluation of their <br />inclusiveness and accessibility. <br />12. Build the capacity of the County, the planning partners, and community-based organizations to ensure <br />effective and meaningful engagement throughout the process and equitable outcomes of hazard mitigation <br />action efforts. <br />13. Retrofit, purchase, and/or relocate structures in high hazard areas, and consider appropriate <br />redevelopment policies in areas known to be repetitively damaged that will maximize public benefits and <br />reduce negative impacts, particularly in socially vulnerable communities. <br />14. Where feasible, identify and implement strategies that use nature-based solutions. <br /> <br />MITIGATION ACTION PLAN <br />The planning partners selected mitigation actions to work toward achieving the goals set forth in this plan update. <br />Mitigation actions presented in this update are activities designed to reduce or eliminate losses resulting from <br />natural hazards. The update process resulted in the identification of 699 mitigation actions for implementation by <br /> <br /> <br /> <br />xxiv
