<br /> <br />2021 Multijurisdictional Local Hazard Mitigation Plan <br /> <br />19.3 EQUITY LENS APPLICATION <br />For the equity lens risk ranking, the “impact on people” factor was enhanced using FEMA’s social vulnerability <br />index (SoVI). For each hazard, an impact factor was assigned for each of the five SoVI classifications, and the <br />total impact on people was calculated as the sum of those factors. For each SoVI classification, the impact factor <br />was determined by the percentage of exposed population within that classification. The maximum impact factor <br />was assigned if the percentage exceeds the exposed-population threshold for that classification; otherwise, the <br />minimum impact factor was assigned. For higher SoVI classifications, the maximum and minimum impact factors <br />are higher and the exposed-population thresholds are lower, as shown in Table 19-1. The weighting factor for <br />impact on people with an equity lens is the same as for the baseline impact on people (3). <br /> <br />Table 19-1. No impact is defined as the entire planning area having no population exposed to the hazard. <br /> <br />Application of the equity lens for risk ranking was considered optional for all planning partners. Volume 2 of this <br />plan indicates which planning partners chose to apply the lens.
