Chapter 6 of this volume provides an overview of state and federal <br />programs that can interface with hazard mitigation and an introduction to local capabilities assessment. <br /> <br />3.7 PUBLIC INVOLVEMENT <br />Broad public participation in the planning process helps ensure that diverse points of view about the planning <br />area’s needs are considered and addressed. The public must have opportunities to comment on disaster mitigation <br />plans during the drafting stages and prior to plan approval (44 CFR, Section 201.6(b)(1)). The Community Rating <br />System (CRS) expands on these requirements by making credits available for optional public involvement <br />activities. The strategy for involving the public in this plan update emphasized the following elements: <br /> Adopt an early commitment to place equity at the top of the priority list for all planning-related activities <br />throughout the update process. <br /> Identify and involve representatives of many different County communities. <br /> Open Steering Committee meetings to members of the public for ongoing input. <br /> Use accessible and widely shared surveys to evaluate whether and how the public’s perception of risk and <br />support of hazard mitigation has changed since the initial planning process. <br /> Use input from a comprehensive public engagement strategy to inform all phases of the plan update <br />process. <br /> Invite public participation at all public meetings. <br /> Attempt to reach as many planning area community members as possible using local media, including <br />social media and local/regional communications channels. <br /> <br />3.7.1 Equity Approach <br />The project team prioritized active work to address equity in the Multijurisdictional Local Hazard Mitigation <br />Plan by establishing a framework with key actions for each step of the planning process. Elements of the equity <br />approach included: <br /> Ensuring diverse leadership—The Steering Committee membership included 50 percent community <br />partners from organizations such as Climate Resilient Communities, MidPen Housing Corporation, <br />Puente, the County Commission on Disabilities, Senior Coastsiders, and the North Fair Oaks Community <br />Alliance. <br /> <br /> <br />3-5
