REV: 11-23-2021 The Contractor shall also provide high quality digital photographs of inside and outside the tank. All equipment and divers shall be properly disinfected prior to each dive. Contractor shall notify the City immediately (same day) if any structural defects are observed on the exterior or interior of the tank, or if the inspection and cleaning cannot be performed for any reason. The following items shall be inspected on each tank: Condition of steel on the interior and exterior (as applicable). Condition of concrete walls (as applicable). Corrosion of any exposed materials. Conditions of tank hatches, vents and other penetrations, as well as screens, overflow systems and covers. Measurement of bottom sediment depths in at least four (4) locations. Sediment shall then be averaged out over the surface of the tank. Percentage of coating failure and corrosion on all coated surfaces. Condition of foundation and anchors (as applicable). Cathodic protection review of all components (as applicable). Pit and blister analysis. The extent of pitting shall be described by the location and character. Examine wall-floor joints for leakage and signs of concrete deterioration. Examine roof. Examine all seams and floors. Inspect support columns and column to roof area. Dry Film Thickness (DFT) readings of painted surfaces (roof and wall plates) B. Tank Cleaning The Contractor shall comply with latest American Water Works Association (AWWA) and other applicable industry standards for potable water tank cleaning. Cleaning shall be conducted with the tanks full, and bottom sediment shall be removed. Contractor shall include optional cost for disposal of sediment and sediment bags at an appropriate legal location of Contractors’ choosing. The City reserves the right to dispose of sediment at its own expense. Rates shall include the removal of 3 inches of sediment, and a unit price for each additional inch of sediment if greater than 3 inches, cost for sediment bags, overtime costs, and a safety plan. Contractor shall provide equipment capable of cleaning and inspecting tanks, which shall consist of, but is not limited to, the following: •Two-way diver to surface communications. •Complete underwater lighting system. •Full-face mask and dry suit (chemical resistant). The diver shall be totally isolated from the potable water. •Equipment to disinfect diver and equipment before each dive. •Equipment for cleaning potable water storage tank. •Equipment shall be capable of removing flocculated material, silt, sediment, sand and debris from the floor of the tank.
