Eliminating
this position will impact customer service, public education request processing, phone/counter service
coverage and it will impact office efficiency and business continuity by reducing capacity for payroll,
permits, record keeping, workers compensation processing and mail distribution. This reduction will
increase workload of other clerical staff including the Fire Prevention Secretary.

The shifting of .50 FTE of a Fire Prevention Officer to CDS will not impact service delivery to the Fire
Department. The cost sharing of the position was a collaborative effort by staff between Fire and CDS.

Packae:e 2
Description of Proposed Reduction
All reductions from Package 1; Additionally, Package 2 would reduce Operations overtime by $98,100.

Service Level Impacts
The reduction in Operations overtime will result in adjusting staffing on Truck Company Nine from four
personnel to three personnel for 365 days, up from 295 days previously agreed upon. This increase in
the length of time during which staffing will be reduced on Truck Nine must be mutually agreed to by
labor and management because of requirements contained in a side letter. If an agreement cannot be
reached the Fire Chief will determine how to manage the reduced overtime which may require the
closure of an Engine Company.

The staffing reduction on Truck Nine reduces the efficiency of fire ground truck company operations by
50% and may require assigning other companies to augment truck company personnel. A truck
company typically performs search and rescue and/or ventilation at structure fires and with four
personnel both of these tasks can be accomplished simultaneously; three personnel can only
accomplish one task.
