City of Redwood City
FY 2009-2010 Budget Amendments
Detail of Pr02rammatic Reductions

78
PaQ...e 16
Attachment,

GENERAL FUND

Fire - Cont.

Packaee 3
N/A

Packaee 4
Description of Proposed Reduction
All reductions from Packages 1 and 2; Additionally, Package 4 would reduce Operations overtime by
$201,900.

Service Level Impacts
The further reduction in Operations overtime will result in the closure of Engine Company 9 for
approximately sixty 24-hour shifts this fiscal year. The closure of E9 still allows Station 9 to remain
open because Truck Company 9 is housed at Station 9; therefore, no stations in Redwood City will be
closed. Based on past experience with E9 closures we have found that the periodic closure of E9 has
caused multiple impacts both to emergency response and administrative activities. In general, the
closures of E9 over the past few years have negatively impacted many areas and we anticipate the
following to occur with the closures this fiscal year based on past experience:

. One Fewer Fire Company available for response 60 shifts per year (E9)
. Longer response times into the Downtown for an Engine Company carrying hose and water for
suppression activities.
. Longer response times for the second arriving Engine Company when the first or second
arriving company should have been E9
. Greater reliance on Menlo Park Fire to respond directly into Station 11's area (Friendly Acres &
CSA-B) and indirectly to fill positions on multi-company responses that E9 would have filled
. Impact to other RCFD companies that are diverted from administrative, training and community
education activities
. Community Education will be eliminated at Station 9 on days that E9 is out-of-service because
Truck 9 cannot be relied upon to be in quarters
. Increased administrative workload on T9 when E9 is consistently out-of-service which also
limits the ability of the on-duty Battalion Chief and Training Officer to delegate certain
administrative and training duties
