City of Redwood City
FY 2009-2010 Budget Amendments
Detail of Proerammatic Reductions

78
Pane 21
Attachment-z

GENERAL FUND

Police

Package 1
Package 2
Package 3
Package 4
Total:

{$174,819}
($203,178)
{$108,590}
($327.038)
($813,625)

Cumulative
($174,819)
{$377,997}
($486,587)
($813.625)

Packaae 1
Description of Proposed Reduction
Eliminate 1.00 FTE School Resource Officer.

Service Level Impacts
The School Resource Officer (SRO) is a sworn police officer who provides on-site support to Sequoia
High School to address crime that occurs on school grounds, mentor youth that are at-risk and reduce
truancy. The SRO works a flexible schedule to provide a police presence at after-hour school activities
and special events, including sporting events on-campus. By contract, the high school contributes
funding towards the officer's salary and that contribution is directed to the general fund while the
police department absorbs the entire cost of the FTE. The funding provided by the high school under
prior contracts has been up to $30,000.

The elimination of the SRO will redirect calls for service at the school campus to the first available
patrol officer on-duty and the services that would otherwise have been provided by the SRO will be
eliminated.

PackaJ!e 2
Description of Proposed Reduction
All reductions in Package 1; Additionally, Package 2 would eliminate 1.00 FTE Juvenile Detective and
. eliminate excess vehicle capacity in the truck fleet used primarily by Community Service Officers.

Service Level Impacts
The juvenile detective is a sworn police officer who works with Child Protective Services, Juvenile
Probation and the schools to coordinate efforts to ensure that crimes against youth are investigated
and to ensure that those youth that commit criminal offenses are screened for diversion (in-house
counseling and unofficial probation) or prosecution.

The lay-off of the juvenile detective will require the juvenile counselor to absorb those duties
previously performed by the juvenile detective. The juvenile counselor will have a reduced capacity to
provide counseling services, conduct anti-gang presentations and administer the tattoo removal
program.

The reduction of excess capacity in the truck fleet will have no impact on service levels.
