City of Redwood City
FY 2009-2010 Budget Amendments
Detail of Pro2rammatic Reductions

78
Pa~ 22
Attachment,

GENERAL FUND

Police - Cont.

Packa2e 3
Description of Proposed Reduction
All reductions in Package 1 and 2; Additionally, Package 3 would reduce internal services and supplies
and services accounts department wide.

Service Level Impacts
Funding related to the hiring of new officers and the supplies and services accounts throughout the
department will be reduced. New equipment purchases and some equipment repairs may be
deferred. These reductions are not likely to significantly impact service levels.

Packa2e 4
Description of Proposed Reduction
All reductions in Package 1, 2, and 3; Additionally, Package 4 would eliminate the three Community
Service Officers assigned to the Patrol Division, eliminate the remainder of the Patrol CSO vehicle fleet
and reduce supplies and services.

Service Level Impacts
Community Service Officers (CSOs) assigned to the Patrol Division perform a variety of tasks that would
otherwise be assigned to sworn police officers. CSOs take "cold reports," such as an auto burglary or
other non-violent crime where no suspect is on scene. They investigate non-injury vehicle accidents
and non-injury hit & run accidents, they issue parking citations, mark and tow abandoned vehicles,
monitor and respond to complaints on the abandoned vehicle hotline, issue citations for city ordinance
violations and also conduct traffic control as needed.

Those calls for service and tasks which would have otherwise been attended to by a CSO will be
redirected to sworn officers. This will reduce the amount of uncommitted time officers presently use
for proactive enforcement to serve arrest warrants, contact suspicious persons and conduct traffic
enforcement. Additionally, police response times could increase for non-emergency calls for service.
