<br />City of Redwood City <br />FY 2009-2010 Budget Amendments <br />Detail of ProRrammatic Reductions <br /> <br />78 <br />Pace 24 <br />Attachmenr"L <br /> <br />GENERAL FUND <br /> <br />Public Works Services <br /> <br />Package 1 <br />Package 2 <br />Package 3 <br />Package 4 <br />Total: <br /> <br />($113,790) <br />o <br />($74,136) <br />Q <br />($187,926) <br /> <br />Cumulative <br />($113,790) <br />($113,790) <br />($187,926) <br />(5187.926) <br /> <br />Packa2e 1 <br />Description of Proposed Reduction <br />Eliminate 1.00 FTE Public Works Supervisor (from the Right of Way Division), add back $74,136 (0.50 <br />FTE) from the Public Works Supervisor position to professional services in the Electrical Maintenance <br />Section, reclassify one Secretary to an Administrative Clerk III, eliminate an Aerial Truck from the Right <br />of Way Division's Traffic Control Maintenance Section, and eliminate a Ford Ranger Truck used by the <br />Public Works Supervisor from the Right of Way Division. <br /> <br />Service Level Impacts <br />There are currently two supervisors in the Right of Way Division. One oversees the Electrical <br />Maintenance Section, Street Tree Maintenance Section, and Sidewalk Repair Section. The other <br />supervisor oversees the Streets and Parking Lots Section, Paint & Sign Section, and the Sheriff's Work <br />Program. It is the supervisor position over the Electrical Maintenance Section, Street Tree <br />Maintenance Section, and Sidewalk Repair Section proposed to be eliminated. With the past <br />reductions in staffing levels in the Right of Way Division, the elimination of the Public Works Supervisor <br />will lead to an increased workload for the remaining Public Works Supervisor. The remaining Public <br />Works Supervisor will now supervise all maintenance sections in the Right of Way Division as well as <br />the electrical maintenance contract, and all Right of Way programs including the Sheriff's Work <br />Program, Pride & Beautification clean up events, and interact with the people responsible for the <br />Redwood Shores Annual Levee Cleanup Day. The increased workload may result in: less field <br />supervision and evaluation of crews; delay in response to customer service requests; having a <br />supervisor with less than a desirable amount of knowledge of the operations of the sections for which <br />they are responsible; and longer turnaround times for reporting and documentation of work. <br /> <br />The reclassification of the Secretary position to Administrative Clerk III in the Right of Way Division will <br />not have any significant impacts. The Secretary and Administrative Clerk III positions are similar in <br />function and the Administrative Clerk III will continue to support the Right of Way Public Works <br />Superintendent, field/log customer requests, and process invoices. <br /> <br />The elimination of the Aerial Truck from the Right of Way Division's Traffic Control Maintenance <br />Section will not cause any significant impacts. Since Public Works Services plans to contract with an <br />electrical vendor to provide all traffic signal, street light, and lighting maintenance, the Traffic Control <br />Maintenance Section will not need the Aerial Truck. The electrical vendor hired through a competitive <br />bid process shall provide all required equipment (including an Aerial Truck). <br />
