City of Redwood City FY 2009-2010 Budget Amendments Detail of ProRrammatic Reductions 78 Pace 24 Attachmenr"L GENERAL FUND Public Works Services Package 1 Package 2 Package 3 Package 4 Total: ($113,790) o ($74,136) Q ($187,926) Cumulative ($113,790) ($113,790) ($187,926) (5187.926) Packa2e 1 Description of Proposed Reduction Eliminate 1.00 FTE Public Works Supervisor (from the Right of Way Division), add back $74,136 (0.50 FTE) from the Public Works Supervisor position to professional services in the Electrical Maintenance Section, reclassify one Secretary to an Administrative Clerk III, eliminate an Aerial Truck from the Right of Way Division's Traffic Control Maintenance Section, and eliminate a Ford Ranger Truck used by the Public Works Supervisor from the Right of Way Division. Service Level Impacts There are currently two supervisors in the Right of Way Division. One oversees the Electrical Maintenance Section, Street Tree Maintenance Section, and Sidewalk Repair Section. The other supervisor oversees the Streets and Parking Lots Section, Paint & Sign Section, and the Sheriff's Work Program. It is the supervisor position over the Electrical Maintenance Section, Street Tree Maintenance Section, and Sidewalk Repair Section proposed to be eliminated. With the past reductions in staffing levels in the Right of Way Division, the elimination of the Public Works Supervisor will lead to an increased workload for the remaining Public Works Supervisor. The remaining Public Works Supervisor will now supervise all maintenance sections in the Right of Way Division as well as the electrical maintenance contract, and all Right of Way programs including the Sheriff's Work Program, Pride & Beautification clean up events, and interact with the people responsible for the Redwood Shores Annual Levee Cleanup Day. The increased workload may result in: less field supervision and evaluation of crews; delay in response to customer service requests; having a supervisor with less than a desirable amount of knowledge of the operations of the sections for which they are responsible; and longer turnaround times for reporting and documentation of work. The reclassification of the Secretary position to Administrative Clerk III in the Right of Way Division will not have any significant impacts. The Secretary and Administrative Clerk III positions are similar in function and the Administrative Clerk III will continue to support the Right of Way Public Works Superintendent, field/log customer requests, and process invoices. The elimination of the Aerial Truck from the Right of Way Division's Traffic Control Maintenance Section will not cause any significant impacts. Since Public Works Services plans to contract with an electrical vendor to provide all traffic signal, street light, and lighting maintenance, the Traffic Control Maintenance Section will not need the Aerial Truck. The electrical vendor hired through a competitive bid process shall provide all required equipment (including an Aerial Truck).
