<br />6.2A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />October 19, 2009 <br /> <br />SUBJECT <br />Award of Contract - Master Water Meter Replacement Project (Redwood Shores and <br />Harborside Apartments) <br /> <br />ReCOMMENDATION <br />1. Approve, by motion, the contract documents and award the contract for construction <br />of the Master Water Meter Replacement Project (Redwood Shores and Harborside <br />Apartments) to the lowest responsible bidder, 0 & D Pipelines, Inc. of San Francisco for <br />their responsive and responsible low bid of $83,000.00 and authorize the City Manager <br />to increase the contract amount up to 100/0 if necessary. <br /> <br />2. Authorize, by resolution, amendment to the budget for the Water Fund Capital <br />Projects fund to reflect an appropriation transfer of $40,000.00 from Distribution System <br />Replacement Program to Master Meter/Backflow Prevention. <br /> <br />BACKGROUND <br />Over the past two years, staff has replaced the master water meters at three locations <br />in Redwood Shores in an effort to improve the reliability and performance of the <br />equipment. <br /> <br />The master water meters for the Redwood Shores and Harborside Apartments were <br />installed as part of the original development more than 20 years ago. The meters are <br />part of the public distribution system and are owned and maintained by the city. The <br />four meters have outlived their useful life and are outdated to the extent that services to <br />calibrate, maintain, and repair the equipment can no longer be secured. <br /> <br />This project will replace a total of four eight-inch detector water meters; two at Redwood <br />Shores Apartments and two at Harborside Apartments. The new meters have been <br />previously purchased by the Public Works Services Department similar to other recently <br />installed units. Standardizing equipment throughout the city makes repair and <br />maintenance more efficient, economical, and reliable. <br /> <br />For each meter replaced, the work will consist of removing the existing concrete vault, <br />water meter, piping and appurtenances; installing a new concrete vault, master detector <br />water meter, piping and other appurtenances; restoring all pavement, landscaping, and <br />pedestrian access ways disturbed as a result of the work. <br />
