Construction Services Agreement <br />REV: 04-26-2021 PR <br />00 5205 - 42 <br /> <br /> <br /> <br />SECTION 3 AFFIRMATIVE ACTION PLAN - CITY OF REDWOOD CITY <br /> <br /> <br />Responsibilities and procedures for carrying out the requirements under Section 3 of the <br />Housing and Urban Development Act of 1968 for employment opportunities for small <br />business and lower income persons in connection with Community Development Block <br />Grant Assisted projects. <br /> <br />1. Purpose <br /> To ensure that to the greatest extent feasible, projects financed by the City of Redwood City <br />Community Development Block Grant Program provide business and employment <br />opportunities for businesses and lower income persons in the Redwood City project area. <br />2. Policy <br /> It shall be the policy of the City of Redwood City: <br />a) To comply with Federal regulations as required by Section 3 of the Housing and Urban <br />Development Act of 1968. <br /> <br />b) To provide an ongoing program which assures the opportunity for training, employment <br />and recruitment of lower income persons residing in the Section 3 area. <br /> <br />c) To assure that contracts for work in connection with Community Development Block <br />Grant projects be awarded to business concerns which are located in, or owned in <br />substantial part, by Section 3 area residents. <br /> <br />d) To insure maximum compliance with Section 3 regulations, by requiring a written <br />Affirmative Action Plan with the submission of all bid proposals. Contractor shall be <br />required to submit their utilization goals and affirmative action plans for accomplishing <br />their goals which shall be reviewed for compliance with Section 3 requirements or the <br />Contractor may adopt the City of Redwood City's plan as part of their contract. <br /> <br />e) To insure that socially or economically disadvantaged individuals and small business <br />concerns receive affirmative consideration to the greatest extent feasible in the awarding <br />of contracts in the field of planning, consulting, design, architecture, maintenance, or <br />repair. Small businesses are those which are owned in substantial part by persons <br />residing in the Section 3 area.
