Construction Services Agreement <br />REV: 04-26-2021 PR <br />00 5205 - 43 <br /> <br /> <br /> <br />f) To encourage firms outside the Section 3 area to enter into joint venture proposals with <br />local Section 3 area firms in the bidding and negotiation process. <br /> <br />3. Definitions <br />a) Applicant - the City of Redwood City. <br /> <br />b) Contracting party - The City of Redwood City, or other public agency or non-profit <br />corporation which receives Community Development Block Grant funds from the City of <br />Redwood City. <br /> <br />c) Contractor - Individual, company, corporation, partnership, or other entity which <br />performs work in connection with Section 3 covered projects. <br /> <br />d) Subcontractor - Any entity which has agreed to undertake a portion of the contractor <br />obligation. <br /> <br />e) Section 3 - means Section 3 of Housing and Urban Development Act of 1968, 12 U.S.C. <br />1701 u. <br /> <br />f) Section 3 area - the entirety of the area located within the incorporated boundaries of <br />the City of Redwood City. <br /> <br />g) Section 3 Clause - The contract provisions set forth in 24 CFR 75. <br /> <br />h) Section 3 covered projects - any Community Development Block Grant project or non- <br />exempt project assisted by any program administered by the Secretary of Housing and <br />Urban Development in which loans, grants, subsidies, or other financial assistance are <br />provided in the area of housing, urban planning, development, redevelopment, or <br />renewal, public or community facilities, and new community developments. <br /> <br />i) Labor hours- the number of paid hours worked by persons on a Section 3 project <br /> <br />j) A Section 3 Business Concern is a business that is: <br />o 51% or more owned/controlled by low or very low income persons; or <br />o Greater than 75% labor hours are performed over prior 3-month period <br />performed by Section 3 workers; or
