Construction Services Agreement <br />REV: 04-26-2021 PR <br />00 5205 - 44 <br /> <br /> <br />o Greater than 50% owned/controlled by current residents of public housing or <br />Section 8 assisted housing <br /> <br />k) A Section 3 Worker is any worker who currently or when hired within the <br />past 5 years, meets at least one of the following as documented: <br />a. A low or very low income resident <br />b. Employed by a Section 3 business concern <br />c. Youtbuild participant <br /> <br />l) A Targeted Section 3 worker is any worker who is: <br />a. Employed by a Section 3 business concern or <br />b. Currently for when hired meets at least one of the following categories, as <br />documented within the past 5 years: <br />i. A resident of public housing or section 3-assisted housing <br />ii. Resident of other public housing projects or section 8-assisted housing <br />iii. Youthbuild participant <br />c. Targeted Section 3 Workers are also Section 3 Workers but Section 3 Workers <br />may not necessarily be Targeted Section 3 Workers <br /> <br />m) YouthBuild: academic and occupational skills training program serving yough ages 16- <br />24 who have dropped out of high school or previously dropped out and re-enrolled. <br />Additional criteria: <br />a. Member of a low in come family; and/or <br />b. Youth in foster care <br />c. Youth or adult offender <br />d. Youth with a disability <br />e. Child of an incarcerated parent <br />Migrant youth <br />n) Exempt projects - Section 235-236 Housing and any Public Housing programs <br />which do not exceed $500,000 in estimated total cost; any subcontract of <br />$50,000 or less on such projects or contracts in excess of $500,000. Projects <br />which do not exceed $200,000 in Federal assistance. <br /> <br />4. Bidding and Negotiating Requirements <br /> The City of Redwood City requires prospective contractors for work in connection with <br />Community Development (Section 3 covered) projects to provide, prior to the signing of the <br />contract, a preliminary statement of work force needs (skilled, semiskilled, unskilled labor, <br />and trainees by category) where known; where not known, such information shall be <br />supplied prior to the signing of any contract between contractors and their subcontractors. <br /> When a bidding procedure is used to let the contract, the invitation or solicitation for bids <br />shall advise prospective contractors of the requirements of Section 3 regulations. When the <br />contract is let pursuant to negotiation or methods other than formal bidding procedures, <br />prospective contractors shall be advised of the requirements of these regulations as part of
