REV: 06-06-22 SK <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Consultant will perform the following services (collectively, “Services”): <br />a. Ballot Measure Development. Consultant shall perform any of the following services <br />as needed to assist City in preparing a measure for the ballot: <br />1) For a potential charter amendment measure, recommend the components, <br />features and specific language to include in a measure; <br />2) Work with legal counsel to develop the resolutions or ordinances required for <br />calling an election; <br />3) Work with legal counsel to develop the 75-word ballot question; <br />4) Work with legal counsel to develop and refine the full text of the measure, ballot <br />argument, rebuttal and other materials that will appear in the ballot pamphlet <br />mailed to all voters; <br />5) Present recommendations, documents and resolutions to City’s administration <br />and City Council for approval; and <br />6) Work with the City Clerk and County Registrar of Voters Office as needed to assist <br />City in completing the process of qualifying for the ballot. <br />b. Public Information. Consultant shall perform any of the following services as needed <br />to raise awareness of City’s ballot measure proposal: <br />1) Develop informational fact sheets to be distributed digitally and at community <br />functions; <br />2) Develop talking points, frequently asked questions and answers and provide <br />message trainings to city staff and others; <br />3) Provide content related to the ballot measure to be added to City’s website, used <br />in social media posts, included in email updates and added to newsletters; <br />4) Prepare PowerPoint presentations for community meetings and online <br />presentations; <br />5) Write, design, and produce mailings and advertising to educate, inform and <br />engage voters; <br />6) Develop strategies and plans to inform key internal stakeholder groups; and <br />7) Develop strategies and plans to inform external groups including elected leaders, <br />business leaders, ethnic community leaders, faith community leaders, taxpayer <br />groups and others. <br />ATTY/AGR.2022.131/TBWBH Props & Measures (Ballot Measure Consulting Services) (Page 11 of 12)
