REV: 03-29-2022 JB <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />Scope of Work <br />Consultant shall complete the following Services: <br />Task 1 – Kickoff Meeting and Coordination Calls <br />CONSULTANT will begin the project with a kickoff meeting with the client to confirm project <br />objectives, schedule, and obtain access to any necessary materials. The meeting will be <br />conducted over Zoom, or the clients preferred conferencing software. <br />Deliverables: Kickoff meeting <br />Finalized scope of work and schedule <br />Summary of project objective and detailed schedule <br /> <br />This task scope does not include support at Planning Commission or City Council meetings and would require <br />additional scope/budget. Per meeting attendance, support shall be included as an optional task at the discretion of <br />City Staff. <br />Task 2 – Comparative Study of Jurisdictions <br />The CONSULTANT team will coordinate with the City to identify up to 6 jurisdictions to engage as high- <br />level case studies for cities that have adopted recent parking reforms to right size parking <br />standards/requirements in their development codes for commercial mixed-use developments and <br />multifamily housing. <br />2.1 Comparative Study of Jurisdictions <br />The project team will conduct a comparative review of parking related policies and practices that have <br />proven successful to reduce barriers to commercial development, increase multifamily housing <br />production, reduce SOVs, VMT and GHG emissions. <br />While Redwood City has adopted some progressive approaches to parking requirements in the DTPP and <br />some demand management strategies in the Redwood City Moves TDM Program, we acknowledge that <br />there is much to learn from other jurisdictions. <br />The CONSULTANT team has also worked with several cities (Hood River, Bozeman, Vancouver, WA) on the <br />education, development, and evaluation of in lieu fee programs. We have found that while many cities <br />have them on the books, they were neither set up to meet strategic development goals of the city nor as <br />an incentive to developers and said fees were typically insufficient to fund additional parking. We will use <br />our extensive research library to supplement these findings and incorporate parking policy research that <br />key staff on the CONSULTANT team helped develop, such as the MTC Value Pricing Pilot (VPP) Parking <br />Project. <br />The project team will document effective parking policies and practices from peer cities in California, the <br />Pacific Northwest and some select national examples. The cities included in this review as directed by City <br />Staff will consist of a range of communities and place types and include some cities our team have helped <br />in the underlying efforts that have led to their latest policy decisions.
