REV: 03-29-2022 JB <br />2.2 Case Studies (3) <br />Based on the preliminary findings from the comparative studies in 2.1, the CONSULTANT team will provide <br />recommendations for Redwood City to consider when selecting three jurisdictions for a more in-depth <br />case study review and will include more detailed descriptions of strategies and excerpts of enabling <br />legislation. For this task, the CONSULTANT team will interview relevant staff from the jurisdictions <br />involved in the development and implementation of policy to expand our understanding of both the <br />original planning context and the results of the program implementation to date. <br />Task 3 – Deleted <br />Task 4 – Parking Reform Strategies <br />Recommendations will specifically identify potential areas for adjustments to Article 30.2 and Section <br />2.6.1 of the DTPP. The policy and programmatic focus will be on strategies supported by city provided <br />data (if available) and best practices in comparable jurisdictions. These findings will be pertinent to future <br />development scenarios, with land and construction savings associated with reformed standards for <br />required parking. Furthermore, parking policy approaches and processes that align with Redwood City’s <br />goals and objectives in improving Downtown Commercial and multifamily housing development and <br />sustainable mobility and access and will be drawn from best practices evaluated in task 2 and discussed <br />with stakeholders in task 3. <br />The CONSULTANT team will provide a matrix proposed parking reform strategies to city staff for their <br />review prior to incorporation into Task 5. <br />Task 5 –Technical Memorandum <br />Based on the findings of the case study analysis from Task 2 and Task 3, CONSULTANT will prepare a draft <br />technical memorandum detailing the key findings and recommended parking reform strategies for the. <br />CONSULTANT will revise the technical memorandum based on one set of non-conflicting comments from <br />the client. <br />Deliverable (Tasks 2-5): Draft and Final Technical Memorandum <br />Task 6 – Additional Consulting Services <br />The CONSULTANT will provide additional consulting services related to parking policy reform in the DTPP <br />study area on a time and materials basis as requested by Redwood City’s Parking and Transportation <br />Demand Manager and assist with the development of parking and TDM related request for proposals <br />(RFP). <br />Budget <br />For this project, CONSULTANT has selected the following team, whose skills are well matched to <br />the requested tasks: <br />Terri O’Connor, Principal Planner: Project Manager <br />Magnus Barber, Senior Transportation Planner: DPM <br />Ben Miller, Associate Transportation Planner: Planner <br />Rick Williams, Rick Williams Consulting: Principal Advisor <br />ATTY/AGR.2022.058/CHS Consulting Group (Page 13 of 15)
